- GS35F0639P FERC-16-F-0122 GS35F0639P FERC-16-F-0122_1.docx The Federal Energy Regulatory Commission (FERC) issues this Notice of Intent to acquire open market items under a GSA task order on a sole source basis. On August 26, 2016, the FERC awarded a GSA task order in response to the Request for Quotation (RFQ) # FERC-16-Q-0049 for an Emergency Notification System. The solicitation was competed under General Services Administration (GSA) Federal Supply Schedule (FSS) 70 - General Purpose Commercial Information Technology. The resulting task order was competitively awarded to SWN Communications Inc. under GSA Contract # GS-35F-0639P to provide a commercial software application that supported critical communications and information flow for a wide range of emergency and non-emergency incidents and events. Examples of the information that the tool disseminates includes: Continuity of Operations (COOP), facility disruptions or closures due to mechanical issues or protests, sensitive or critical information technology disruptions, hazardous weather notifications, shelter in place, or any other possible situation or scenario where rapid delivery of essential information is critical. Open market functionality has since been identified as an additional requirement not included in the base award. This open market functionality includes: - Single Sign-on; -Self-Registration; & -Desktop Alerting. These open market items are incidental and ancillary to the overall acquisition. In accordance with FAR 8.402(f), this posting serves as public notice of the Government's intent to modify task order # FERC-16-F-0122, under GSA FSS Contract # GS-35F-0639 to incorporate the aforementioned open market items. The open market items are necessary for the successful performance of the requirements under the task order, and the inclusion of these open market items under the task order best satisfies the needs of the Government. In accordance with FAR 13.106-1(b)(1), it is the Government's intent to incorporate these open market items on a sole source basis into the existing GSA task order. This Notice of Intent is NOT a Request for Quotation for competitive quotes, and this notice in no way obligates the Government to modify the existing GSA task order, or to award a new purchase order for the open market items. Any interested vendors are encouraged to provide capability statements and associated pricing by 10:00 AM, November 28, 2016.
