Description
Army Contracting Command-Rock Island (ACC-RI) intends to issue a Request for Proposal (RFP) on or after December 7, 2016 for the procurement of Wideband Satellite Communications (SATCOM) Trend Analysis and Anomaly Resolution System/WSOMS Mediated Interoperability Infrastructure (WSTARS/WMII). This requirement is for hardware, systems/software engineering, integration, logistics, training, and technical support for WSTARS/WMII subsystem. The deployment of the WSTARS/WMII will provide management capabilities of both the terrestrial and satellite networks from designated Wideband SATCOM Operations Centers (WSOCs) and Management sites. The WSOCs are located at Landstuhl, Germany (LOC), Wahiawa, Hawaii (WOC), and Fort Buckner, Okinawa, Japan (BOC), Fort Detrick (DOC) and Fort Meade (MOC), Maryland. WSTARS/WMII also shall provide decision support analysis and automation for the resolution of unknown anomalies. This base contract will be for the development of a proof of concept/developmental system, software development, integration, logistics, installation, testing and post production support.. The solicitation number is W52P1J-17-R-0008. The acquisition is required by Program Manager Wideband Enterprise Satellite Systems (PM WESS), Project Officer Wideband Controls (PO WC) within Army Program Executive Office (PEO) Enterprise Information Systems (EIS). The WSTARS/WMII will be the component of the WSOMS that will provide enhanced data sharing and information management capability while focusing on expanding the trend analysis and anomaly resolution capability. The vision for the WSTARS end-state is a subsystem that replaces the existing Defense Satellite Communications System (DSCS) Integrated Management System (DIMS), automates many of the routine satellite resource allocation and configuration functions for managers, and removes many of the routine "operator-in-the-loop" functions of controllers. WSTARS will, in the future, alleviate much of the status reporting from the operator as this function becomes increasingly automated. WSTARS will support management of Wideband Commercial SATCOM and Wideband Military Satellite Communications systems and be accessible to all levels of the wideband SATCOM Community of Interest (COI). WSTARS will be installed at the Wideband SATCOM Operations Centers (WSOC) and other WSOMS support sites noted in the WSOMS Capability Product Document (CPD) Increment 2 (Draft). The WSOMS Network (WSOMSNET) is the network that connects the WSOMSNET nodes such as WSOCs and WSOMS support sites. WMII will be the common computing infrastructure which hosts WSTARS software, databases, and all other applicable subsystem software in a VM environment and provide communication via Web Services/Service Oriented Architecture (SOA) Bus. WMII will serve as the interface to other WSOMS subsystems and other external users. WSTARS/WMII will modernize the management of the WSOMS System-of-Systems by synergizing the communications and data between sub-systems and utilizing current Information Technology standards. Enhancement upon the communication and data collaboration by performing data analysis will provide the Warfighter with increased awareness of assigned duties. This acquisition will be conducted using competitive negotiation procedures and the best value trade-off process described in FAR 15.101-1. ACC-RI intends to one (1) contract that meet North American Industry Classification System (NAICS) code 334220 (size standard is 1,250 employees). This RFP will result in a single award of a 5-year Indefinite Delivery Indefinite Quantity (IDIQ) contract as defined in FAR 16.504(a). Contract line items may be procured utilizing Firm-Fixed Price (FFP) or Cost Plus Fixed Fee (CPFF). The Government intends to make one (1) award. All contractors who provide goods/services to the Department of Defense must be registered in System for Award Management (SAM). If you are not registered in SAM, you cannot be awarded a DOD contract. The internet site for registering in SAM is http://www.sam.gov. This solicitation will be issued electronically in accordance with FAR 4.5, 5.102 and 15.201; therefore, hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing the following address via the internet: http://www.FedBizOpps.gov. NOTE: The date offers are due will not be available until the solicitation is issued. ESTIMATED solicitation issue date is 07 December 2016. THIS IS AN ESTIMATED DATE ONLY AND MAY BE SUBJECT TO CHANGE. This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidder's mailing list. Therefore, interested parties should periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of proposals may render your bid or proposal unacceptable.
