- J&A for Award Synopsis The United States Coast Guard (USCG) intends to procure engineering services on a sole source basis from Lockheed Martin Mission Systems and Training (LM-MST) to support the development and integration of USCG Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) systems. These services include performance specification reviews and updates; asset performance specifications; training and technical field support; Contractor developed hardware(H/W), firmware (F/W) and software (S/W); Lockheed Martin (LM) developed Government off-the-shelf (GOTS) and commercial off-the-shelf (COTS) hardware and software; certification and accreditation; sensor and tactical systems; communication systems including for electromagnetic interference (EMI), electromagnetic compatibility (EMC), and TEMPEST compliance; information assurance (IA); design documentation; system development process; development of hardware (H/W), firmware (F/W) and software (S/W); operations; security; testing; safety; and integrated logistics support. The work outlined is critical to ensuring continued and future operations of C4ISR systems installed on operational Coast Guard assets such as the National Security Cutter (NSC), Offshore Patrol Cutter (OPC), and Maritime Patrol Aircraft (MPA). The C4ISR system is highly integrated and incorporates Department of Defense (DOD) programs, Navy Type Navy Owned (NTNO) including the Aegis Modernization (AMOD) Advanced Capability Build (ACB) baselines and the Coast Guard Seawatch system baselines. The proposed contract period will be for a base plus four option years, and also includes a six-month extension to the existing contract. All responsible sources may submit a capability statement, which shall be considered by the agency. This notice is not considered to be a commitment by the Government nor will the Government pay for information solicited; no basis for claim against the Government shall arise as a result from a response or Government use of any information provided.
