- Department of Veterans Affairs Sources Sought Notice Network Administrator/IT Support Services This is a Sources Sought notice and not a request for quotes. This request is solely for the purpose of conducting market research to enhance VHA s understanding of your company s offered services and capabilities and to determine the socioeconomic set-aside of this requirement. The Government will not pay any costs for responses submitted in response to this Sources Sought. This Sources Sought notice provides an opportunity for respondents to submit their notice of ability, and their available services in response to the requirement described below. Vendors are being invited to submit information relative to their potential of fulfilling the requirement below, in the form of a capability response that addresses the specific requirement identified in this Sources Sought. Interested SDVOSB or VOSB vendors must be verified as such in VetBiz in order to be considered for this requirement. The Veterans Health Administration (VHA) is seeking a vendor to provide Network Administrator and IT Support Services for the Center for Healthcare Organization and Implementation Research (CHOIR) and the Behavioral Science Division (BSD) of the National Center for PTSD located at VA Boston Healthcare System, MA. Refer to the General Requirements section below for the requested service description. This Sources Sought is to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy. GENERAL REQUIREMENTS Description of Services: The contractor shall provide all personnel, transportation, tools, and other items necessary to perform network support services as defined in the PWS except for those items specified as government furnished property and services. Objectives: Troubleshooting and eliminating existing problems within the CHOIR & BSD and other local area networks Administration of the system (servers, workstations and related devices) to maintain functionality Add new and enhanced capabilities as the VA/CHOIR/BSD warrants Analysis of the network infrastructure for vulnerabilities and suggesting courses of action where appropriate Documentation of network to aid future development and troubleshooting Scope: The contractor shall provide network support services, to include, but not limited to the above list of objectives. Contractor shall provide professional and technical services to include a 4-hour response to emergencies during non-normal business hours. Estimated annual number of hours: 1,022 hours for this 12 month base plus 4 option year requirement. Location: The work shall take place at the VA Boston Healthcare System, Jamaica Plain Campus, 150 South Huntington Avenue, Boston, MA 02130. General Information: The Contractor shall have prior experience and knowledge in the following areas: Microsoft OS based Local Area Network (LAN) administration Wide area networks (WAN) Windows Server 2000 and Windows Server 2003 Windows 2000/XP workstations Microsoft Office 2000 and later editions Microsoft Outlook implementation in the Microsoft Exchange infrastructure Virtual Private Network (VPN) connectivity within the National VA Network VA mandated standards and practices for end-user computing Patient Record Management and Administration systems (CPRS) Specialized research composition/publication tools including End Note Reference Manager Specialized statistical analysis and modeling software, including the following: Statistical Software for the Social Sciences (SPSS 1.4.0) Hierarchical Linear Modeling (HLM) Statistical Analysis System (SAS) Power & Precision STATA LISREL M-Plus NVIVO Data collection tools, including Teleform Alchemy SuperLAB WinWedge All aspects of computing interface with psychophysiological laboratory equipment involving data collection, storage, security, and cleaning. These include intimate knowledge of: Finapres Coulbourn General Purpose Interface Bus Serial Computer Standard Interface Serial I/O Networked medical device implementation and data acquisition, including, but not limited to: TopCon Dinamap Canon Imaging DICOM Specialized knowledge of the evolving VHA guidelines related to information security and compliance with these guidelines. Contractor shall be required to obtain VA Sys Admin privileges for server administration and the required related training certificates within 2 months after receipt of award. If contractor already has this capability, documentation shall be provided to support these privileges and training certificates. Hours of Operation: The contractor is responsible for conducting business at times designated by the CHOIR and BSD during regular business hours except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Physical Security:The contractor shall be responsible for safeguarding all government equipment, information and property. Security Vetting Required Training Prior to performance of the Network Administrator IT Support Services, the awarded contractor shall be required to complete and pass VA background and security checks including fingerprinting. The contractor shall also be required to complete the following VA training prior to performance: Privacy and HIPAA; Collaborative Institutional Training Initiative (CITI) Human Subjects Research; VA Privacy and Information Security Awareness and Rules of Behavior as well as specialized training for administrative privileges. Note: Failure to pass background/security checks and complete required training shall result in a termination.
