- ATARS Sources Sought Synopsis This is a Sources Sought Synopsis (SSS) for planning purposes only and does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. Response to this RFI is strictly voluntary. This notice does not commit the Government to contract for any supply or service. Further, the Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Respondents will not be notified of the results of the market analysis. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on FedBizOpps.gov. It is the responsibility of potential offerors to monitor FedBizOpps.gov for additional information pertaining to this requirement. The anticipated North American Industry Classification System (NAICS) code is 336413 Other Aircraft Part and Auxiliary Equipment Manufacturing, Size Standard is 1,250 employees. This RFI constitutes a market research tool for the collection and analysis of information to determine the capabilities and capacity of contractors for the Aircrew Training and Rehearsal Support II (ATARS II) program. The Government intends, based upon the current AFSOC ACTS source selection schedule, to award a sole source contract extension for ATARS II to Lockheed Martin Corporation. The Government anticipates a period of performance of up to one year with a base period of three months and nine one month options to ensure the continuation of these mission essential services. SCOPE OF SERVICES: The current ATARS II contract provides SOF mission qualification aircrew training, SOF theater mission rehearsal, SOF training device sustainment/concurrency, cybersecurity, engineering support and courseware. These requirements provide vital support AFSOC, USSOCOM and ANG. The ATARS II Program currently supports the following trainers: AC-130U, W, J Weapon System Training Variants including: Multiple Weapon System Trainers, Gun Trainers, AFT Trainers, Part Task Trainers, Crew Station Trainers, Battle Management Center MC-130J and H Weapon System Training Variants including: Multiple Weapon System Trainers, AFT Trainer and Load Master Part Task Trainer CV-22 Training Variants including: Multiple Weapon System Trainers, Operational Flight Trainers, Cabin Operational Flight Trainer, and Wing Part Task Trainer Multiple Visual Threat Recognition Avoidance Trainer (VTRAT) Sustainment for U-28 trainers Mission Rehearsal Operations Center (MROC) The Government is the owner of all training assets including the physical configuration of the trainers, all courseware, and databases. The current ATARS II contract supports the following operational sites: Hurlburt Field, FL, Cannon AFB, NM, Harrisburg ANGB, PA, Mildenhall RAF, UK, Duke Field, FL, and Kadena AB, Japan. CAPABILITIES: Note: All responses must address the impacts and mitigations of risk associated with this short period of performance. Describe in detail how your company would take over this contract without a transition period and how your company would transition out of this contract with such a short period of performance. Describe your company's technical competencies and experience in sustaining aircrew training devices. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual points of contact (Contracting Officers or Program Managers). Provide no more than 5 examples. Describe your specific capabilities to sustain an aircrew training system. Be sure to include any information relevant to your experience with attaining system availability, identifying and resolving obsolescence issues, maintaining a Recompetition Support Package, and responding to user requests to update visual databases. Describe your experience in managing user-generated software changes via a Software Configuration Working Group. Include your document maintenance process and your software/database modification development, test, distribution, and installation processes. Describe your approach to avoid work-stoppage and a discussion on CBA negotiations. What experience do you have maintaining training device technical data, engineering drawings, and source code/media? What is your expertise in successfully obtaining and working with data and software containing limited or restricted rights, and/or third-party proprietary data? What experience do you have modifying and maintaining trainer aircraft OFP software? What experience do you have successfully porting OEM-developed OFP software from fairly modern platform hardware to limited-capacity legacy simulator hardware? Illustrate how your company will successfully consume and takeover full operations of the ATARS II program starting on 1 October 2017 with the understanding this contract would only cover the brief period until the re-compete is concluded and the new AFSOC ACTS contract is awarded.
