- Responses are due no later than 4:00 p.m. eastern standard time December 2, 2016. This sources sought notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. Department of Veterans Affairs, Office of Construction and Facilities Management (CFM), Washington, DC is issuing this Sources Sought to determine potential Service-Disabled Veteran-Owned Businesses (SDVOSB) and Veteran-Owned Businesses (VOSB) with regard to an upcoming requirement for Construction Management (CM) Services in provide services for the Replacement Community Living Center (CLC), Perry Point, MD. The CM Services contractor should have the capability of providing one (1) Architect (CM-A), one (1) Structural/Civil Engineer (CM-SE), one (1) Electrical Engineer (CM-EE), one (1) Mechanical Engineer (CM-ME), one (1) CPM Scheduler/data entry professional (CM-S), and one Site Safety Representative (CM-SR) to assist the CLC Project s Senior Resident Engineer in performing monitoring and inspection of construction for compliance with contract requirements for this project on a non-personal services basis. Tasks for each position shall include constructability reviews, monitoring/inspecting, reporting, data entry, proposals review and coordination efforts as required to support CFM s mission. Shift work will be required to provide office coverage of construction work at the site. Because there will be multiple AE design efforts and construction contracts in place throughout the period of performance, the CM personnel will be required to monitor and advise CFM on coordination of contract issues and develop/maintain an integrated master schedule for the overall program. Each position will serve as a Construction Manager Engineer in the Field Resident Engineer Office within the Project Management Service, Service Delivery Office, Office of Construction & Facilities Management, at the VA Medical Center in Perry point, MD. Upon the loss of an individual team member assigned to this contract, the CM firm shall immediately notify the Contracting Officer and shall replace that individual with a professional of comparable experience/credentials acceptable to the VA within 14 calendar days. The contract/order will be for 720 Calendar days from Notice to Proceed. The successful CM firm will need to have the capability to provide CM employees within 2-3 weeks following any vacancy. At this time, no solicitation exists, therefore, do not request a solicitation. SDVOSB and VOSB Contractors having the skills and capabilities necessary to perform the stated requirements are invited to provide information to contribute to this market survey/sources sought. Responses should include the following information: (1) Company name, address, point of contact with phone number and e-mail address; (2) Business size determination and qualifying small business status; and (3) Construction Management experience of similar projects in size, scope, complexity, and dollar amount. At this time no solicitation exists, therefore, DO NOT REQUEST A SOLICITATION package.
