- SYNOPSIS OF PROPOSED SOLE SOURCE CONTRACT ACTION Software and Training Material Development in support of Executable Architecture Management System (ExAMS) The Space and Naval Warfare Systems Command (SPAWAR), on behalf of Chief of Engineering (CHENG) Code 5.0 intends to negotiate a sole-source contract with Metron, Inc., Scientific Solutions Division, located at 1818 Library Street, Suite 600, Reston, VA 20190-5631 for systems engineering, software design, software development, integration, testing, installation, training, life cycle maintenance, management support, and system documentation for ExAMS. The requirement is currently being fulfilled under Metron task order N00178-06-D-4812-NS02. The prospective award is based on the authority for other than full and open competition found at 10 U.S.C. 2304(c)(1) and FAR 6.302-1, only one responsible source and no other suppliers or services will satisfy agency requirements. Metron is the contractor that currently possesses all developmental and operational knowledge. The required efforts cannot be performed by any other source other than Metron without substantial duplication of cost to the Government that is not expected to be recovered through competition. Solicitation N00039-17-R-0021 is anticipated to be issued and subsequently awarded in Fiscal Year 2017. The prospective award is planned to be Cost Plus Fixed Fee (CPFF) type contract with a three year period of performance (one-year base and two one-year options). The Government is not soliciting proposals in response to this synopsis. However, in an effort to foster competition, any prospective offeror may provide relevant information, by the requested due date below, which the Government may consider in its continued review of the sole source nature of this requirement. The Government will not pay for the provision of any information nor will it compensate any respondents for the development of such information. The solicitation will be issued without further notice.
