This will be a commercial, firm-fixed price Indefinite Quantity Indefinite Delivery (IDIQ) contract. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform flying services as defined in the PWS at Tyndall Air Force Base, Florida. All work shall be accomplished in accordance with contract documents and most recent Federal and State regulations. The North American Industry Classification System (NAICS) code 611512, Flight Training. The size standard for this NAICS code is $27,500,000.00. This requirement is being solicited as a Total 100% Small Business set aside. The period of performance is for a three-month transition period, a nine-month base period, and four one-year option periods. All work shall be in strict compliance with the specifications of the contract. The successful offeror will be selected using Performance Price Tradeoff (PPT) source selection procedures with a Pass or Fail technical evaluation. Interested parties will have until 19 December 2016, 4:30 PM CST to submit their proposals to 325 CONS. A site visit will be held on 1 December 2016 from 10:00 am -11:00 am at Tyndall AFB. Interested parties must submit the site visit authorization sheet (Attachment 5). Questions will be due 5 December 2016 at 4:30 pm CST. NOTE: All prospective contractors must be registered in the System for Award Management (SAM) database in order to be eligible for award. For information on registration, please refer to www.SAM.gov. Registration may take up to three weeks to process.
