- NAFQH3-17-R-0001 N657 Renovate Northside Marine Mart, Marine Corps Air Station (MCAS) Iwakuni, Japan Introduction: The U.S. Army Corps of Engineers, Japan District (POJ) is providing a Pre-Solicitation Notice for a forthcoming Design-Build (DB) requirement entitled, "N657 Renovate Northside Marine Mart, Marine Corps Air Station, Iwakuni, Japan". This is NOT a solicitation for proposals, but merely constitutes a notification of the forthcoming solicitation. Project Description: The subject Non-appropriated Funds requirement is inclusive of the designs and renovations to enlarge the existing Northside Marine Mart at Marine Corps Air Station (MCAS) Iwakuni, Japan. The project scope consists of the renovation of approximately 7,000 square feet of space within the existing building and construction of a 2,600 square feet addition to the sales floor. Work will include demolition of the existing barber shop in order to reclaim additional square footage for the Marine Mart. New construction will be required to redefine new areas for food preparation, receiving, break room, administrative areas, comm room and electrical room. The new addition will be constructed to further expand the sales floor and allow for larger, open configuration. A new barber shop will be constructed within the southeast corner of the existing building envelope. New construction will be required to create a barber shop floor area, point-of-sale counter, separate office and associated mechanical space. New mechanical, electrical, plumbing, communications and fire suppression will be provided in the addition. New finishes will be provided throughout the sales floor, barber shop and other support spaces. Finishes include vinyl composition tile flooring, rubber base, new paint and suspended acoustical tile ceiling. New light fixtures will also be provided. Electrical system will be replaced in its entirety to accommodate new operational needs and accommodate the new physical layouts. Data outlets will be provided where required and at the point-of-sale locations at the checkout counters. Existing utilities will be rerouted as needed around the new addition. Additional upgrades will be made to meet life safety and regulatory requirements. This project is also inclusive of Government furnished equipment items. Proposal Requirements: Award will be made to the offeror whose proposal conforms to the solicitation requirements, provides the lowest evaluated price and whose proposal, judged by an overall assessment of the evaluation criteria and other considerations specified in the solicitation, meets the technically acceptable standard for non-price factors. Magnitude of Construction is between ¥50,000,000 and ¥100,000,000 (Japanese YEN). Note: the magnitude of construction utilizes a rate of: 100 Yen to 1 U.S. Dollar. The forthcoming solicitation will be issued on or about the end of January 2017 and the response date will be approximately 60 calendar days after issuance, while contract completion will be approximately 365 calendar days after the receipt of the Notice to Proceed (NTP). As all provided dates are tentative, please check the solicitation for official dates. Traditional hard copies of plans and specifications will not be available for this project; however, solicitation documents, inclusive of amendments, will be posted to Fed Biz Opps for interested parties to download. In order to receive notification of issued amendments, firms must be registered on Fed Biz Opps as an interested vendor. If you are not registered, the Government is not responsible for providing you with notification of any changes to this solicitation as it is the responsibility of interested parties to check Fed Biz Opps to determine when a solicitation and/or amendment(s) have been issued. Additionally, firms must be registered in the System for Award Management (SAM) in order to be eligible to receive an award from this solicitation. Local sources are sources (e.g. corporations, partnerships, or Joint Ventures [For a Joint Venture, the Joint Venture as an independent entity must satisfy the local source requirements or, in the alternative, each member of the Joint Venture must individually satisfy the local source requirements]) that are physically located in Japan and authorized (i.e. licensed and registered) to perform the type of construction work specific in this solicitation, in the country of Japan. Specifically, a prospective offeror must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards and regulations of Japan during the performance of the resultant contract. Additionally, prior to award of the contract, offerors must be registered with the Government of Japan to perform construction work in the country of Japan and possess all necessary construction licenses and permits under this solicitation. The U.S. Government will not offer "United States Official Contractor" status under Article XIV of the US-Japan Status of Forces Agreement (SOFA) to U.S. contractors normally residing in the United States; nor will the U.S. Government certify employees of such contractors as "Members of the Civilian Component" under Article I(b) of the SOFA.
