- THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or Request for Quote/Proposal/Bid and no contract or purchase order will be awarded as a result of this notice. There is no solicitaiton, specifications, or drawings available at this time. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Military Sealift Command (MSC) is conducting market research to ascertain the availability of interested and capable firms to provide a broad range of general ship repair for MSC vessels including, but not limited to, compressor, boiler, pipe, valve, pump, motor, and insulation repairs, lagging renewal, painting, non-skid renewal, cleaning and gas freeing, ventilation system cleaning, and galley system repairs. The Contractor would be required to provide all labor, equipment, supplies, materials, marine repair facilities, and other items, except those specified as Government furnished, necessary for ship repair on MSC vessels. All work shall be accomplished in accordance with all applicable United States Coast Guard (USCG) and American Bureau of Shipping (ABS) regulations. Work would be performed onboard MSC vessels in the Norfolk, Virginia (VA) (LOT A) and/or Naval Weapons Station Earle, Leonardo, New Jersey (NJ) (LOT B) area. The work would generally be performed while the vessel is berthed at a Government provided pier in the Hampton Roads, VA area (Examples: Naval Operating Base Norfolk, Norfolk Naval Shipyard, St. Helena Annex, Cheatham Annex, and Craney Island) or the Naval Weapons Station, Earle, NJ area. A Multiple-Award Delivery-Order Contract (MADOC) is anticipated resulting in issuance of firm-fixed priced Delivery Orders. All Large Businesses, Small businesses, Service-Disabled Veteran-Owned Small Business, Certified HUBZone and Certified Section 8(a) Small Businesses are encouraged to respond. The Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government's best interest. The NAICS Code for this procurement is 336611. This is a market research tool used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of award. The Government is not obligated to and will not pay for any information received from potential sources as a result of the sources sought. It is requested that interested firms submit to the MSC contracting office a brief capabilities package demonstrating ability to provide the requested items. This document shall address, at a minimum the following: 1. Title of the requirement; Company Name; Address; and Point of Contact (POC) name, phone number, and email address. 2. Company profile to include office location(s), DUNS number/CAGE Code, NAICS, and a statement regarding current small business status to include small business type(s)/certification(s) such as: 8a, WOSB, EDWOSB, HUBZone, SDVOSB, etc. 3. Specific experience (private and/or government) in performing similar projects under a similar contract arrangement. Specifically, the respondent shall demonstrate experience handling multiple on-going projects and supporting expedited acquisition processes where response times for pre-proposal site visits and proposal submissions may be severely shortened. Statements should describe the dollar value, indicate whether your firm acted as the prime or subcontractor, list a customer Point of Contact with phone number, and provide description of the experience and how the referenced experience relates to the work described herein. A maximum of five (5) project examples reflecting the firm's experience should be submitted. 4. Any suggestions or comments about the NAICS code selection, contract type, or effort in general. Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirement to be consistent with industry.
