- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is W912LD17T0004 and is issued as Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89-2/11-01-2016. The associated North American Industrial Classification System (NAICS) code for this procurement is 561621 with a small business size standard of $20.5MIL.This requirement is a [Small Business] set-aside and only qualified offerors may submit quotations. The U.S. Property & Fiscal Officer for Rhode Island requires UL Certified Monitoring Services for sixteen (16) locations throughout the State of Rhode Island in support of the Rhode Island Army National Guard. The contractor is required to provide continuous (24/7; 365 days) monitoring for Government-Owned Intrusion Detection Systems (IDS) that consist of multi-zone, multi-area configuration, notification of proper authorities and providing system information on a scheduled basis or if and when requested by the Contracting Officer or duly authorized Government Representative(s) for a Base period of 1 December 2016 through 30 November 2017, with one 1-year Option Period, 1 December 2017 through 30 November 2018. STATEMENT OF WORK The contract vendor/Central Monitoring Station (CMS) shall provide security monitoring services twenty-four hours a day, seven days a week (24/7) for the Rhode Island National Guard (RIANG) facilities, throughout the state Rhode Island, for sixteen Europlex panels that may accommodate up to 32 zones. The contract vendor/CMS shall provide monitoring for multiple applications of installed security alarm systems in accordance and compliance with UL 827 Central Station Alarm Services and UL 2050 (CRZM) National Industrial Security Systems for protection of National Security Information & Equipment with the attached specifications and all attached documents in this sourcing event. The contract vendor/CMS shall receive alarm signaling in Contact Identification format (CID) from existing and new burglar alarm panels with POTS lines, cellular and/or internet reporting. The CMS will provide immediate notification to the appropriate designated personnel, law enforcement, as designated per standard operating procedures in the event an alarm signal is received. The CMS must monitor openings, closings, troubles or trouble conditions, and alarm signals. The contract vendor/CMS awarded the monitoring contract shall have an established and qualified full-time staff with the technical skills, materials, equipment and equipment/software training necessary to fully monitor the systems as specified herein. The CMS must immediately notify designated personnel or military personnel upon receipt of an Intrusion Detection System (IDS) alarm condition, including loss of communication path (telephone line, cellular radio, and/or internet communications). The monitoring shall be by qualified and trained central monitoring station operators to monitor alarm signals, recognize alarm codes and respond to alarms immediately contacting site responders in their appropriate areas/partitions of responsibility, and be continuous with no interruption of service. The contract vendor/CMS awarded shall provide the following: • One hundred and fifty sequential numbered accounts for current and future expansion of IDS alarm panels on POTS lines. • Onsite training and account set up at RIANG National Guard Joint Force Headquarters Electronic Security Section Office, 645 New London Avenue, Cranston, RI 02920. This Training will have no cost and no later than one week from the contract start date. The training will include but is not limited to: • Reporting capabilities • Running reports and printing reports • Viewing account history • Making changes as necessary to any field of the accounts • Customize standard operating procedures in accordance with the requirements of the RIANG National Guard (RIANG) ESS Section, of the Construction and facilities Management office, facility Management Branch. • Provide levels of access authority to match individual access privileges. • Monitor, log, and store events in compliance with UL: • All opening and closing of accounts • All troubles of panels and sensors • All alarms of panels and sensors • All alarm activations (Erroneous or real) • All events will be in Contact ID format with time and date stamps, incoming phone number, with detailed zone descriptors • Accounts shall have their appropriate local time zones in the monitoring software • User ID and associates name on activation, deactivation, alarm cancelation, and verified start and stop of monthly testing. • Record of all duress alarms of accounts • Each installation account will have a duress alarm associated with its IDS. DO NOT CALL THE FACILITY TO VERIFY • Call the appropriate law enforcement agency • Provide two dedicated contacts within the company for customer support of account maintenance, issues, and new account set ups for the RIANG ESS section. • Provide the RIANG ESS section log-in and access with a minimum of 6 individual logins within the monitoring software for account maintenance, account set up, authorization of zones, users, and additional fields to all accounts. Provide logs of; individuals that made changes by name, the changes made, date etc. • E-services shall have the capability of 6 months viewing of all events upon sign in. • Shall be able to provide, upon the written request of the RIARNG ESS, section up to three years of back logs of all events for every account in PDF or by digital appliance in Microsoft Excel format. • It is required to have a redundant Central Monitoring Station location that would allow alarm signals to be rerouted in the event of the primary facility has a loss of signals automatically with no loss of services. This is to include back up telephone and Internet communications paths with automatic switchover capabilities. • Provide UL required certificates annually and before the beginning of the contract to the RIANG ESS section for their local records and annually upon expiration of each certification. • Provide annual review of accounts and comprehensive operating procedure plans with the RIANG ESS section. • Plan shall provide detail procedures of alarm types, alarm signal types, and the corresponding operator actions per account and partition/area of IDS to be taken at and by the Central Monitoring Station. • Provide full web access to include the following: • 24/7 "real" time access • All account history viewing of accounts. • Ability to make changes as necessary to any field for the ESS section of NG personnel. • Ability to place systems in/on test, verify signals and take off test at completion of IDS systems tests via internet or smart phone capabilities. • In the event of an alarm or an irregular alarm and no armory personnel can be reached, Central Monitoring Station shall notify the local law enforcement the RIANG EOC and email the ESS section of event with follow up notes. • The contractor/CMS shall provide any Central Station software upgrades as necessary (at no additional charge to the state) to access central station data via the web or smart phone applications when applicable. • The RIANG ESS section shall receive reports via email for each IDS system based on the items below: • Daily test failures or no test failure on all active accounts • Daily alarm dispatch reports with after action reports. • Daily cellular and internet failures on all accounts through AlarmNet. • A monthly alarm test "on test" report receivable on the first of every month of all active accounts to include the below items • User conducting test • Start time of monthly test • A detail list of panel #, CID codes, and zone description sent from accounts • Time system went off test SECURE CENTER REQUIREMENTS Monitoring station shall be a government-managed or one of the following in accordance with UL 2050 for Secure Information Facilities: • Army-operated monitoring station. • Government contractor monitoring station (formerly called a proprietary central station). • National Industrial Monitoring Station for the Protection of Classified Material, UL 2050. • Cleared commercial central station (see NISPOM). • Monitoring station employees/operators shall hold a current U.S. SECRET clearance. • Monitoring station operators shall be trained in system theory and operation to effectively interpret system incidents and take appropriate response action. • Provide the RIANG SSO/Intel center log-in and access with a minimum of 2 individual logins within the monitoring software for account maintenance, account set up authorization of zones, users and additional fields to all accounts. Provide logs of; individuals that made changes by name, the changes made, date etc. • Records shall be maintained for a minimum of two years and indicate the following: • The time receipt on all alarms received. • The type of alarm and source of alarm. • The name(s) of security or response force personnel. • The time of dispatch. The arrival time of responding personnel. • The nature of the alarm or alarms. • The follow-up actions that were taken. • If any component of the IDS is disrupted to the extent the system no longer provides essential monitoring service (e.g., loss of communication line security for more than 3 minutes, inoperable IDE, and loss of power), SCI-indoctrinated personnel shall be notified for physical occupation of the SCIF until the system is returned to normal operation. • IDS failures and alarm notifications shall be addressed to SCI-indoctrinated personnel immediately for appropriate emergency plan procedures. • The monitoring station responsible for more than one IDS, shall have an audible and visible annunciation for each IDS. • Equipment at the monitoring station shall visibly and audibly indicate a failure in a power source or a change in power source. The individual system that failed or changed shall be indicated at the PCU or monitoring station as directed by the AO. • The monitoring station or PCU shall identify and display activated sensors. • Alarm status shall be continuously displayed with an alphanumeric display at the PCU and/or monitoring station until alarm or notifications have been resolved or returned to normal operations. • The monitoring station shall contain a secured and non-volatile event (alarm) log for a minimum of six months that provides real-time recording of openings, closings, alarms, trouble alarms, and loss of communications. • The monitoring station shall contain records of system testing (for two years) shall include the following information: • Testing dates • Names of individuals performing test • Specific zones tested • Malfunctions detected • Corrective actions taken • Alarm activations shall be considered an unauthorized entry until resolved. • The monitoring station network administrators shall immediately notify the SCIF personnel or designee of any unauthorized modifications to the network server at the central monitoring station. REPORTING Contract Manpower Report In accordance with National Guard Contract Policy Letter 06-05 dated 3 May 2006, the contractor is required to complete an annual Contract Manpower Report by accessing the web address https://cmra.army.mil. Please provide a copy of the Report to the Contracting Officers Representative (COR) after input to the website. DETERMINATION OF AWARD Evaluation Factors for Award: Selection for contract award shall be based on an evaluation of the quotation packages against, in order of importance, ability to establish services within the required time frame, technical adherence, and total cost/price. All evaluation factors other than cost or price, when combined, are slightly more important than cost/price. Please provide three references, previous contracts awarded for the same or similar services. Period of performance of previous projects used as references must be not older than 5 years prior to the issue date of this solicitation. Reference information shall include (but not limited to): (1) Project/Contract title; (2) Contract/Purchase Order Number; (3) Period of Performance; (4) Agency/Organization Name of Customer; (5) Point of Contact familiar with the project/contract; (6) Telephone Number & Email Address. BILLING Invoices shall be submitted monthly, in arrears, to the address in VIA WAWF. Failure to submit proper and complete invoices via WAWF will delay payment. • The billing shall be monthly after services provided. • Adjustments to billing for armory/unit deployments due to deactivations and reactivations of IDS panels at no additional costs to RIANG. • Adjustment to billing for IDS panels switching from POTS line communication to Uplink cellular will be made per site acct & service provided. • The billing shall be broken down in accordance with the below list • Line items to include: Monitoring account number, Name of account, address of account.
