- SOURCES SOUGHT NOTICE-FOR INFORMATION ONLY Various Base Improvements at MK Air Base, Romania. Full Storage Capacity, Multi-Modal Improvements and Hazardous Cargo Ramp. This market survey is for information to be used for preliminary planning purposes. The information received will be used within the United States Army Corp of Engineers (USACE) to facilitate the decision making process and will not be disclosed outside of the agency. The intent of this Sources Sought Synopsis is to identify potential qualified businesses. This Sources Sought Synopsis is one facet in the Governments overall market research as to whether the proposed solicitation will be issued for the subject Contract. No procurement strategy will be determined based solely on the information received in response to this Sources Sought Synopsis. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. Respondents will not be notified of the results of this market research. USACE is seeking a Construction contractor with current and relevant experience, personnel, and capability to perform the subject construction contract for design/build new construction for the subject contract. The North American Industry Classification System (NAICS) Code is 238990 (Specialty Trade Contractors) and the estimated Magnitude of Construction is between $25,000,000 and $100,000,000. KEY REQUIREMENTS: 1. Must have experience with construction of Fuel Storage Capacity and supporting infrastructure, primary facilities include construction of 1M gallon bulk fuel containment, a load / off-load stand area, an operations building and adjacent fueling parking platform. Provide Multimodal Improvements to include construction of a new rail load/off-load facility with adjacent wash platform and staging area, an airfield terminal with ready building, shipping receiving, storage, and marshaling areas as well as an open storage area. The construction of a Cargo Apron which allows parking aircrafts with associated taxiway and blast/exhaust deflectors. 2. Primary disciplines - • Civil: Project site requires a high volume of earth cut work, significant road and runway works, demolition and rail head construction • Structural/Architectural: Aircraft operation and maintenance facility, passenger terminal and small fuel testing lab requiring substantial amount of steel and concrete works. • Fire Protection: Installation of an interior Fire alarm system, mass notification system, and installation of an automatic sprinkler system. • Mechanical/Electrical: Large-scale aircraft operation facility containing a fuel station, administrative and technical support buildings and experience with extensive utility infrastructure to include communications. SUBMISSION REQUIREMENTS: Respondents interested in providing a response to this Sources Sought Notice should limit their responses to 10 pages and shall include the following information: a) Completed Sources Sought Form (attached), to include company name, address, English Speaking point of contact, phone number, e-mail address, Cage and DUNS number; b) Offeror's capability to meet the project requirements; c) Offeror's capability to perform a contract of this complexity and dollar value; d) Offeror's are requested to submit NO MORE THAN three (3) projects of similar scope and complexity performed within the last five (5) years. Include a brief description of the project, customer name, timelines of performance, customer satisfaction, and dollar value of the project; e) Offeror's experience working in Romania or EU; f) Offeror's Joint Venture information if applicable - existing and potential; g) Offeror's bonding capability (Construction bonding level per contract and aggregate construction bonding level, both expressed in Euros). Bonding of 30% will be required for this project with-in 7 calendar of contract award. It is projected that the Pre-Solicitation will be issued on or about 2QFY17 (2nd Quarter Fiscal Year 2017). The solicitation will be issued free of charge and available electronically. Paper copies of this solicitation, plans, and specifications will not be provided. It is the offeror's sole responsibility to ensure they have obtained all solicitation documents and any subsequent amendments, if any. RESPONSES DUE: All interested Offerors shall respond to this Sources Sought Synopsis via email no later than 16:00 PM Central European Time (CET) on 07 December 2016.
