Description
This acquisition is for the manufacture and delivery of 900 each "Anti-G Vest, 17/P." The National Stock Number (NSN) and quantity breakdown are as follows: 8475-01-642-8222 (Small) 75 each; 8475-01-642-8224 (Medium) 150 each; 8475-01-642-8228 (Large) 300 each and 8475-01-642-8229 (Extra-Large) 375 each. The item is to made in accordance with drawing F148-1220 Rev G, dated 08 AUG 2014 and other applicable drawings: DRAWINGS LIST: 1. ATP-F148-1220 2. F148-1220 3. F148-1224 4. F148-1225 5. F148-1226 6. In reference to drawing F148-1231, the hose assembly, NSN 4720-01-317-4439 Gentex (Part Number G002-1101-1) is an acceptable sources of supply. The solicitation number is SPE1C1-17-R-0039. The Government intends to make one (1) award based upon integrated assessment of technical merit and price. This acquisition will be issued on a 100% Small Business Set-Aside. The estimated release date of the solicitation is November 30, 2016. The production-lead time (PLT) is as follows: 210 for First Article Test (FAT) submission, 45 days for the Government's review/approval/disapproval of FAT, 150 days for delivery at a rate of 150 a month. All deliveries will be to the DLA Depots in Lansing, MI, Pendergrass, GA and Austin, TX. All material shall be contractor furnished. Deliveries are FOB Destination. Inspection and Acceptance at Origin To ensure timely delivery and a quality product, this acquisition will be procured using Best Value/Tradeoff Source Selection procedures. The use of "Best Value" procedures will allow the Government to comparatively evaluate technical merit as well as cost or price to select the source which demonstrates the highest probability of successful performance at a reasonable price. The non-cost or price evaluation factor is Past Performance - Performance Confidence Assessment. The Past Performance will contain the following sub-factors: (a) Recency, (b)Relevancy and (c) Quality and Delivery Performance. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
