Description
THIS SOURCES SOUGHT WILL NOT RESULT IN A DIRECT GOVERNMENT SOLICITATION. PLEASE READ THIS NOTICE CAREFULLY. The National Science Foundation (NSF), Division of Polar Programs (PLR) is the agency responsible for managing the United States Antarctic Program (USAP). Leidos Innovations Corporation (Leidos) provides logistical support to the USAP under the Antarctic Support Contract (ASC). The ASC program operates three year-round stations, which include South Pole and McMurdo on the Antarctic continent, and Palmer on Anvers Island in the Antarctic Peninsula. Through the ASC, NSF is seeking vendors to perform design bid build construction of a new data center addition to the existing science support center at McMurdo Station, Antarctica. The primary objective of this project is to achieve a highly functional, highly sustainable, aesthetic, low maintenance and operations, facility designed in accordance with the USAP's needs. IT&C Primary Operations The base bid includes a two story, ~11,500 sf, addition to the existing science support center. It will include 2,000 sf of co-located data center rack space, operations center, offices, and mechanical space which will house the required UPS, standby generator, combined heat and power unit, and HVAC equipment. The ASC program intends to solicit firm-fixed-price proposals for the construction of this facility addition from interested contractors. The solicitation is under North American Industrial Classification System (NAICS) code 236220, Commercial and Institutional Building Construction. The small business size standard for this NAICS is $36.5M. The magnitude of the cost of construction for the base bid is estimated to be between $10,000,000 and $15,000,000. This range excludes shipping costs from Port Hueneme, CA to Antarctica; these services will be provided by others. Due to the size of this project it is expected the solicitation will be issued under full and open competition. A pre-solicitation conference will be held on January 24th, 2017. The conference will be held in Centennial, CO. Advance registration is required to attend this conference, a teleconference will not be provided. Transcripts of the conference will not be provided. The final RFP will not be released to the general public. All interested parties will receive a copy of the pre-qualification requirements and upon successful completion will be added to the bidders list. Questions can be submitted in advance to Denver-MPSM-AIMS@usap.gov. Please include the specific document name, page or drawing number and paragraph reference for all questions. Incomplete questions may not be answered. ASC will attempt to address all advance questions at the pre-solicitation conference. Those questions asked at the conference may not be addressed prior to solicitation release. Summary responses will only be provided to contractors who have registered to attend the conference. The anticipated solicitation release date is March 2017 with a planned award date by March 2018. This notice is for information and planning purposes only. It does not constitute an Invitation for Bid or Request for Proposal, nor does its issuance restrict the Government to an acquisition approach. The Government is under no obligation to award any related contract associated with this notice. The Government will not reimburse contractors for any costs associated with preparing or submitting a response to this notice.
