Description
1. On 16 September 2016, Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic issued a pre-solicitation notice to inform industry about an upcoming solicitation (N65236-16-R-0001). 2. On 5 December 2016, from 0800 to 1600, SPAWARSYSCEN Atlantic will hold a Pre-solicitation Conference for this requirement at Embassy Suites, Charleston Airport Hotel and Convention Center, Grand Ballroom C-1, 5055 International Boulevard, North Charleston, SC 29418. On 6 December 2016, SPAWARSYSCEN Atlantic will hold one-on-one breakout sessions to be scheduled on a first come first served basis. 3. The objectives of the Pre-solicitation Conference are as follows: 1) improve understanding of the Governments Intelligence Analysis System (IAS) program and solicitation N65236-16-R-0001 technical performance requirements; 2) improve understanding of the Governments anticipated acquisition strategy for this requirement: and 3) provide prospective offerors an opportunity for networking (to promote teaming arrangements). 4. The Pre-solicitation Conference agenda is attached. No later than 28 November 2016, SPAWARSYSCEN Atlantic will release a draft solicitation for this requirement via the SPAWAR E-Commerce website (https://e-commerce.sscno.nmci.navy.mil/). The draft solicitation will include uniform contract format sections B (Supplies or Services and Prices/Costs), C (Description/ Specifications/Statement of Work), L (Instructions, Conditions, and Notices to Offerors or Respondents), and M (Evaluation Factors for Award) only. It is recommended that you carefully read the draft solicitation prior to attending the Pre-solicitation Conference. The projected timeframe for final solicitation release is 2nd Quarter FY17. 5. Attendee limitation: Due to limited seating, prospective offerors will be limited to three Pre-solicitation Conference attendees per company. 6. Logistics: a. Registration/check-in will take place from 0700 to 0800 b. Coffee will be on hand in Ballroom C-1 throughout the conference c. Parking is $5.00 per vehicle. Coliseum & Convention Center Parking Entrance is located behind the North Charleston Coliseum (on Montague Ave) d. Restaurant is located on 1st floor of the Embassy Suites (Palm Tree Grill). A menu will be provided in Ballroom C-1 for those interested in dining there e. Notecards will be provided for recording questions for SPAWARSYSCEN Atlantics consideration following the morning briefings. 7. If you plan to attend, please submit the following registration information via email to Donald.graczyk@navy.mil no later than 30 November: a. First and last name b. Company name c. Email address d. Business phone e. Cell Phone f. Whether you are requesting to participate in a one-on one session on 6 December. 8. The Pre-solicitation Conference will include presentations from Marine Corps Systems Command program personnel, SPAWARSYSCEN Atlantic technical personnel, and SPAWARSYSCEN Atlantic contracting personnel. Questions about the requirements and/or information presented at the Pre-solicitation Conference must be submitted in writing to calvin.howard@navy.mil, or may be submitted in writing during the Pre-solicitation Conference. All questions and answers pertinent to this requirement will be recorded and posted to SPAWAR E-Commerce at https://e-commerce.sscno.nmci.navy.mil/. Additionally, all presentation material given at the Pre-solicitation Conference will be made available to prospective offerors via SPAWAR E-Commerce. We recommend prospective offerors subscribe to the solicitation on SPAWAR E-Commerce. 9. The Pre-solicitation Conference will also include an opportunity for brief one-on-one breakout sessions with Government technical and contracting personnel which will take place on 6 December 2016 starting at 0800. Each company may request a 15 minute session with their registration. This will be scheduled on a first come first served basis. If you request a one-on-one session and we cannot immediately place you in a 15 minute slot, you will be placed on a wait list. 10. Attendance at the Pre-solicitation Conference is NOT a requirement and in no way prohibits any company from submitting a proposal in response to the forthcoming solicitation. The Pre-solicitation Conference will only address information related to this requirement. Further, prospective offerors are not required to attend the Pre-solicitation Conference in order to obtain presentation materials or submit questions.
