- Justification and Approval The Naval Surface Warfare Center, Panama City, Florida (NSWC PC), intends to award a sole-source firm-fixed price purchase order using simplified acquisition procedures to Stratus Systems, Incorporated (Inc.); 7550 Louisiana 23, Belle Chasse, LA 70037 for design, development, and delivery of four (4) each kits to modify the Assault Amphibious Vehicle (AAV) Emergency Egress Lighting System (EELS) to electrically connect the existing proprietary and warrantied AAV EELS to AAV vehicle power. There will be an option for testing. This purchase is not suitable for full and open competition for the following reasons. As the original equipment manufacturer (OEM), Stratus Systems, Inc.; is the only company that can properly modify the proprietary system and maintain the warranty. The AAV EELS will be modified to accept and condition AAV vehicle power. The AAV EELS will utilize the AAV vehicle as the primary power source to reduce the Total Ownership Cost (TOC). The AAV EELS contains proprietary electronic assemblies for which Stratus Systems, Inc.; is the sole manufacturer. The AAV EELS is also subject to a 5 year warranty which is still in effect for fielded assets; AAV EELS is still in production. To properly address potential issues with the proprietary electronics, and to prevent voiding the warranty, it is imperative that the AAV EELS be modified by Stratus Systems, Inc. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Delivery will be F.O.B. Destination to Naval Support Activity, Receiving Office, 100 Vernon Ave. Panama City, FL within 360 days after award of the order. NAICS 335129. Small Business size standard is 500 employees.
