Description
Parts List THIS IS A SOURCES SOUGHT/REQUEST FOR INFORMATION NOTICE ONLY. This is not a solicitation or request for Quote/Proposal/Bid and no contract or purchase order will be awarded from this notice. There is no solicitation, specifications or drawings available at this time. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Military Sealift Command is conducting market research to determine the feasibility and initial planning for a streamline contract vehicle(s) to assist in maintaining various pumps contained within multiple classes of ships. The requirement may include parts and technical representative services for the maintenance of Buffalo Pumps. As specifications are revised, we require that you provide pumps that are brought into compliance with the current demanding performance. In addition, services required to include all operations necessary to return a pump to as new performance. Parts shall be compatible with the existing pumps, be capable of maintaining all Original Equipment Manufacturer (OEM) warranties, comply with USCG and ABS IMO regulatory requirements, and ensures engine reliability and crew safety. As part of the market research being conducted, the Government has identified the attached parts as meeting the above requirements and inclusive of most parts and/or services that could be required to maintain the Buffalo Pumps within multiple classes of ships. Respondents may provide comments for this parts list such as obsolete parts and part numbers, additional part that may be required to maintain our equipment, other possible solutions to maintaining this equipment, etc. However, the list provided is not all inclusive. In addition, respondents shall provide a full description of their capability to provide parts and services to maintain this equipment. Feedback on this requirement is encouraged. All Small Businesses, Service-Disabled Veteran-Owned Small Business, Certified HUBZone and Certified 8(a) Small Businesses are encouraged to respond. The Government will determine whether, a set-aside acquisition in lieu of full and open competition is in the Government's best interest. The North American Industry Classification System (NAICS) Code for this procurement may be either 333911 or 81310, (Pump and Pumping Equipment Manufacturing) which has a size standard of 500. THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL. It is a market research tool used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. In addition to the information, requested above, it is requested that interested firms submit to MSC-Norfolk contracting office a brief capabilities package demonstrating ability to provide the requested items, services or alternative solutions. This document shall address, as a minimum the following: (1) Company Profile to include number of employees, office location(s), DUNS number, CAGE code and a statement regarding small business designation and status; (2) Partnership agreements with any small businesses. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions will not be returned. (3) Alternative solutions proposed, including literature; (4) Lead time for delivery of resolution(s); (5) Suggestion of labor categories required to maintain/service equipment; (6) Capability to maintain some of or all pumps; (7) Any suggestions or comments about the NAICS code selection, contract type, or effort in general. Responses are due no later than 9 December 2016 at 10:00 a.m. EST. Email submission of capabilities packages will be accepted. Please submit to capabilities, etc. to: Ms. Maria A. Morris at maria.morris1@navy.mil. Fax submissions will not be accepted. Questions or comments regarding this sources sought may be addressed to Ms. Maria A. Morris, Contract Specialist. Submission of capabilities statement is not a prerequisite to any potential or future offerings, but participation will assist the Government as to the extent of industries availabilities for procurement. The Government is not obligate to and will not pay for any information received from potential sources as a result of this notice. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contact. The Government does not intend to host an information exchange meeting to discuss this RFI with interest potential respondents.
