- The Internal Revenue Service (IRS) intends to renew GSA contract GS-02F-0103X, for print subscription services of print loose leaf supplemental materials from Thomason Reuters (Tax & Accounting) Inc., 195 Broadway, New York, NY 10007 for the Chief Counsel Library and associate offices for the period of January 01, 2017 through December 31, 2017. The purchased materials are copyrighted print legal, tax, and business loose leaf supplemental material and periodicals on various fields of taxation, bankruptcy, international and legal research materials, that are only published and sold by Thomson Reuters (Tax & Accounting) Inc. These materials shall be used for the 2017, renewal and updates if loose leaf print subscription for in-depth tax related research resources. THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR COMPETITIVE PROPOSALS. NAICS: 511120 Periodicals Publishers; However all interested parties who identify their interests and capability to respond to this requirement shall be considered. No solicitation shall be issued, therefore, all requests for the solicitation shall be considered nonresponsive. A determination not to compete this action based upon responses received is the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via e-mail within ten calendar days of this published date of this notice. Documents over ten pages in total shall not be accepted. Verification of receipt of email transmission is the sole responsibility of the contractor. All Treasury contractors are required to register in System Award Management (SAM) database prior to award. All perspective vendors doing business with the department of Treasury shall be subject to Tax check and if found delinquent may have a direct impact on ability to award contract. If no responses are received, a delivery order shall be issued to Thomson Reuters (Tax & Accounting) Inc.
