- Dialysis Electronic Health Record Solution and Maintenance Request for Information 2 Dialysis Electronic Health Record Solution and Maintenance Request for Information November 15, 2016 Introduction This Request for Information (RFI) is for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The purpose of this RFI is to identify qualified contractors, who are able to meet VA s requirements for a dialysis electronic health record (EHR) solution and associated maintenance, preferably leveraging Commercial Off-The-Shelf (COTS) products. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the VA in developing its acquisition strategy and Performance Work Statement (PWS). Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. Please provide responses to the questions below and any additional comments or information to clearly identify the capabilities of your dialysis software. Partial responses are acceptable, but the Government is seeking as much information as possible during this market research activity. Please note this RFI is supporting a national procurement and is separate from RFIs and RFPs issued by local VA facilities. This is the third RFI conducted by VA for this national EHR solution procurement. Questions Please submit the below requested information by 12PM EST on Monday November 28, 2016 via email to Jessica Adamitis, Contract Specialist, at jessica.adamitis@va.gov. If so, are you capable of performing at least 50 percent of the cost of personnel for contract performance/cost of manufacturing, excluding the cost of materials for this requirement? Are you able to comply with VAAR 52.219-10/11 in completion of this effort? Are you a small or large business under NAICS 541519 (150 Employees)? If you believe there is a more appropriate NAICS code, please provide that to the Government with your rationale. If a small business, what type of small business are you? Are you able to comply with FAR 52.219-6 and 52.219-14 in completion of this effort? Do you anticipate proposing as a prime contractor? Will you be using subcontractors for this effort? Please identify existing contract vehicles, if any, to procure the required solution/equipment/services. Please indicate if any of the items would be considered open market items. Has the draft PWS provided sufficient detail to describe the technical and functional requirements that encompass the requirement? ______ YES _______ NO If NO, please provide your technical and functional comments/recommendations on elements of the draft PWS that may contribute to a more accurate proposal submission and efficient, cost effective effort. Capability Statement Submit a capability statement of your company s ability and understanding of providing the requirement in the attached PWS. The capability statement shall be no more than 5 pages and shall address the following questions below: Does your dialysis EHR solution meet the requirements of section 5.1 and associated subtasks (see draft PWS)? Indicate yes or no. Indicate whether requirements are met through a COTS software product or whether software development would be required to meet the requirements. If the answer to question 1 is no, identify the requirements not met by your dialysis EHR solution (specify section number/s). Is your company capable of meeting the requirements of sections 5.2, 5.3, 5.4, 5.5 and associated subtasks? Indicate yes or no. If the answer to question 3 is no, identify the requirements you are unable to meet (specify section number/s). Is your company capable of meeting the requirements of section 6 and addendums A and B? Indicate yes or no. If the answer to question 5 is no, identify the requirements not met (specify section number/s). Is your EHR certified for use by dialysis machine manufacturers? If yes, identify manufacturers that have certified your EHR. Is your EHR certified by the Office of the National Coordinator for Health Information Technology (ONC) Health IT Program?
