Description
Statement of Work for Pacifica Area Office Janitorial Services. The Department of Homeland Security, Federal Emergency Management Agency (FEMA), Region IX Pacific Area Office (PAO) is issuing this Sources Sought in accordance with FAR reference FAR Parts 12, 13, and 19 (Acquisition of Commercial Items, Simplified Acquisition Procedures, and Small Business Programs) to obtain responses from members of the development community, local and state jurisdictions, and other interested parties, that are interested in providing Janitorial services(per the SOW) to the FEMA Pacific Area Office, located at 546 Bonney Loop, building 520, Fort Shafter, Hawaii 96858. FEMA is trying to determine if this requirement can be set-aside for HUBZone small business competition per the FAR 19.1305 (b). This Sources Sought is issued solely for information and planning purposes and does not constitute a solicitation. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this Sources Sought. Responses to this Sources Sought will not be returned. The government estimate is in the price range of $110,000 - 149,000, Contractors will be asked to submit their best and final offer after the site visit (government estimate is for informational purposes only). Instruction to Contractors for responding to this Sources Sought: 1. Clearly label all proprietary information, delivery or capabilities for planning purposes and any other limitations on disclosure. 2. Please limit your entire response to no more than 20 pages, including attachments. 3. Include DUNS and SAM.gov registration information. 4. Include any questions regarding the requirement with this submission. This is inclusive of any recommendations for this requirement. 5. Submissions are due no later than 1:00 PM Hawaiian Time on November 28, 2016 to Andrea L. Brunsman, Contracting Officer at andrea.brunsman@fema.dhs.gov. It is not the intent of FEMA to publicly disclose vendor proprietary information obtained during this market research effort. To the full extent that it is protected pursuant to the FOIA and other laws and regulations, information identified by a respondent as "Proprietary or Confidential" will be kept confidential. It is emphasized that this Sources Sought is for planning and information purposes only and is NOT to be construed as a commitment by the Government to enter into a contractual agreement, nor will the Government pay for information solicited. NAICS and PSC: The anticipated Classification code - S, Utilities and Housekeeping and the North American Industry Classification System Codes (NAICS) for this requirement is 561720, Janitorial Services. This Sources Sought is requesting responses to the following criteria from all sources or small businesses that can provide the required services under the above NAICS Code. Set Aside Concerns: To assist FEMA Region IX, PAO in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). Site visit: The date for the site visit will be during the week of December 5, 2016. Additional specific information regarding site visit attendance will be posted closer to that date.
