- N00164-16-G-JT15-0004 - SOLE SOURCE - ANALYSIS ON THE ABILITY OF THE COMMON DATA LINK (CDL) DIRECTION ANTENNA ASSEMBLY BEING USED AS AN INDEPENDENT DIRECTIONAL FINDER (DF) ANTENNA WHILE NOT COMPROMISING THE FUNCTIONALITY OF THE CDL SYSTEM - FSG 58 - NAICS 334511 Anticipated Issue Date: 15 NOV 2016 - Anticipated Closing Date: 15 DEC 2016 - 2:00 PM EST THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER N00164-16-G-JT15. Naval Surface Warfare Center (NSWC) Crane Division intends to issue a Job Order (JO) under a sole source Basic Ordering Agreement (BOA) N00164-16-G-JT15. The BOA was issued to L-3 Communications, Salt Lake City, UT. Acquisitions under the BOA have been and will be conducted on a sole source basis in accordance with the statutory 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition was the lack of sufficient technical data, restricted software rights, duplicative cost to the Government that is not expected to be recovered through competition, and unacceptable delays in fulfilling the agency requirement through any other source. As a result of this JO the overall contract ceiling for BOA N00164-16-G-JT15 will remain unchanged. This JO is in support of PMA-262 Persistent Maritime Unmanned Aircraft Systems (PMUAS) and PMA-290 Maritime Patrol Reconnaissance Aircraft (MPRA) and will provide an analysis report on the ability of the Common Data Link (CDL) Directional Antenna Assembly, being used as an independent Directional Finder (DF) antenna while not compromising the functionality of the CDL system. Request for proposal will not be made available through http://www.fbo.gov. The request for proposal will be provided to L-3 Communications Corporation through electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR Part 15, Contracting by Negotiation. The anticipated contract action award date is 16 January 2016. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Companies interested in subcontracting opportunities should contact L-3 Communications Corporation, Salt Lake City, 640 North 2200 W, Salt Lake City, UT directly. The government point of contact is Christina Lane at christina.lane@navy.mil. Complete mailing address is: Christina Lane, NAVSURFWARCENDIV Crane, 300 Highway 361 Building 3373, Crane IN 47522-5001.
