Project Title: Clinical Decision Support (CDS) Tool Service Capability Statement Questionnaire This is a sources sought notice to determine the availability of potential sources having the capabilities to provide Access to an online clinical decision support (CDS) tool service. All interested vendors are invited to provide information to contribute to this market survey/sources sought including commercial market information. THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a sources sought synopsis only. All responses should be submitted by email to Fredrick.Snider@va.gov. Provide only the requested information below. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classifications relative to NAICS 519130, Periodical Publishers. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the FBO website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. SPECIFIED REQUIREMENT: Network Contracting Office (NCO19), Muskogee, Oklahoma is seeking sources for a potential contractor capable of providing/performing /meeting the following minimum criteria: Access to an online clinical decision support (CDS) tool service is required to provide Oklahoma City VA Medical Center healthcare providers, medical professionals and other Oklahoma City VA Medical Center employees with the most current information within their specialties and subspecialties. The desired goals: Provide access knowledge based clinical information resources at the point of care. Scope of Work: The Clinical Decision Support (CDS) tool must provide access to the most current options for diagnosis, management, therapies, and identification of the best screening and prevention strategies for, at minimum, the following specialties and subspecialties: Adult and Pediatric Emergency Medicine, Adult Primary Care and Internal Medicine, Allergy and Immunology, Anesthesiology, Cardiovascular Medicine, Dermatology, Drug Information, Endocrinology and Diabetes, Family Medicine and General Practice, Gastroenterology and Hepatology, General Surgery, Geriatrics, Hematology, Hospital Medicine, Infectious Diseases, Nephrology and Hypertension, Neurology, Obstetrics, Gynecology/Women's Health, Oncology, Palliative Care, Pediatrics, Psychiatry, Pulmonary and Critical Care Medicine Rheumatology, and Sleep Medicine Authentication will be through IP address validation, eliminating the need for users to enter identification, username and/or password. An unrestricted number of simultaneous users are to have immediate unlimited access from any web-enabled computer within Oklahoma City VA Medical Center including Oklahoma City VA Medical Center CBOCs. Content for the CDS tool will be updated at least quarterly following a continual review of peer-reviewed journals, clinical databases and other resources. Updates will include specific statements and recommendations on how the new findings should be applied clinically. Content for the CDS tool will be original content. There will be at least two peer physician reviewers for each topic review produced by the physician author in original content. Content will be in searchable format that can be accessed in 5 minutes or less at the point of patient care contact. All the CDS options for diagnosis, management, therapies, identification of the best screening and prevention recommendations, and the quality of evidence will be rated using the International GRADE working group grading scheme. The CDS tool should include Patient Education handouts that can be reviewed with patients in the exam room, printed out as handouts or sent by email, graphics searching, drugs and drug interactions searching, and medical calculators. It is imperative that business concerns responding to this sources sought announcement articulate their capabilities clearly and adequately. Describe your company's past experience on previous projects similar in complexity to this requirement. Provide information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination.
