This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is: VA259-17-Q-0086, and it is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular This solicitation is sole source solicitation to Alere Informatics. NAICS: 339113 This solicitation is for the interface, connectivity, software, licensing, and continued maintenance of the software that is listed in the contract line items. The awarded contract will be provided for a base year and 4 option years for each line item. Alere informatics is responsible for configuration and support of all software provided to the SLC VA HCS. SLC VA HCS will have local administrative rights to all operating systems. Additional annual licensed components shall include RALS-Web3 Browser Base4d Remote Access. HL7 LIS Interface and ADT (Admit, Discharge, Transfer) Interface shall be included with the module at no additional charge or time limit for set up. The system software shall have the capability to: Interface seamlessly with the VA SLC HCS HL7 application allowing limitless transfer or editing of patient ancillary testing results. Identify Users by name, organizational position, and to define limitations of operational rights for each individual The system shall allow the use of extensive pre-defined and customizable reports including: A training component to assist in the tracking an individual s training record Fully searchable incident log to allow automatic capture, characterization, and assignment of responsibilities, actions, dates, of actions taken, and documentation of review of each incident by key individuals In addition to the general requirements necessary for the connectivity, software, licensing, and continued maintenance required for the Ancillary Testing Service owned point of care equipment as stated above, Alere Informatics shall provide the following: Alere Informatics shall provide the Government with a designated point of contact and telephone number for technical support specialists to assist in troubleshooting 24 hours a day, 7 days a week, Monday through Sunday, including Federal Holidays Training: Alere Informatics shall provide in-depth on site operator implementation configuration services and setup training to key administrators and operators of the system.
