- The Environmental Protection Agency (EPA) in Research Triangle Park (RTP) in Durham, North Carolina intends to award a firm fixed-price contract on a sole source basis to Thermo Electron North America LLC in accordance with 13.106-1(b), only one responsible source and no other supplies or services will satisfy agency requirements. EPA ¿s National Health and Environmental Effects Research Laboratory (NHEERL) requires a service agreement contract renewal for the LXQ Linear Quadrupole Ion Trap Mass Spectrometer (SIN 02-E4). The Thermo LXQ Linear Quadrupole Ion Trap Mass Spectrometer (Serial number 02-E4, EPA) is an existing piece of equipment currently utilized in the NHEERL/Research Core Laboratory. This apparatus supports the National Programs and is a prominent instrument used in this laboratory in support of the work. This specialized equipment has only one responsible source that supplies, installs and services the equipment. Thermo Electron North America LLC is the only authorized seller, installer, and service provider for the LXQ Linear Quadrupole Ion Trap Mass Spectrometer. This Notice of Intent is not a request for proposals. This notice of intent is for information purposes only; therefore, no solicitation will result from this announcement. All capability statements received within four (4) calendar days after publication of this notice (17 November 2016) will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide the services/products outlined and itemized pricing that is sufficient to make a determination that competition is feasible. A request for documentation will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
