- A few more questions were asked regarding the SOW. Please see the below questions and answers for more clarification. The answer to each question is in bold. Thank you. 1) The Revised Statement of Work, (Section 5) states that full containers shall not exit the rear gate (Sallyport) of the institution until they have been properly secured by the institution for a period not less than 3 institutional counts. Given that removal of self-contained compactors is to occur between 6:30 am and 8:00 am (Section 1), what are the times of the 3 institutional counts that occur after 8:00 am at FCI Waseca? 9 p.m., 12:01 a.m., 3 a.m.,5 a.m., 4 p.m. The institution will secure the compactor prior to the 9 p.m. count 2) Can the Contractor anticipate that the times of the 3 institutional counts following 8:00 am, in response to question 1, above, will remain constant over the term of the contract? Yes the count times will remain constant. 3) The Revised Statement of Work removes the requirement that an empty 30-yard self-contained compactor be in place at all times for both refuse and organics. Thus, the FCI Waseca is stating that it can be without use of one of its refuse or organics self-contained compactors for the entire period of time it takes to haul a full compactor to the Sallyport, where it sits until 3 institutional counts can be made, and the full compactor is then subsequently hauled to the disposal site and after the contents can be dumped, the empty compactor is hauled back to the FCI Waseca. Can the Contracting Office please clarify the maximum amount of time the FCI Waseca can be without use of a refuse or organics self-contained compactor on the day of service? FCI Waseca will not be without a compactor at any time. An empty one will be exchanged with the full one, both solid and organics, each time. 4) What is the latest time of day the Contractor's Roll Off Truck will be allowed to enter the FCI Waseca for return of an empty self-contained compactor? 2:30 p.m. is the latest time they will be allowed into the institution. Typically the compactor is picked up between 7:30 - 9:00 a.m.
