- The US Army Contracting Command APG, Natick Contracting Division, on Behalf of the US Army Natick Soldier Research, Development & Engineering Center (NSRDEC), intends to award a firm fixed price contract under FAR 13.106-1(b)1 only one responsible source to Affinity Biosensors, LLC, 1221 Chapala Street, Unit B, Santa Barbara, CA 93101 for the LifeScale System for microbiology research. The US Army NSRDEC intends to award a firm fixed price contract to Affinity Biosensors because the LifeScale System was the only system found through market research and response from the Automated System for Quantitative Microbiology Research Solicitation #W56YHX-16-X-CF01 to meet the required capabilities of the microbiology research instrument. Requirements: The government requires a technology with the capability of producing a quantitative profile of microbial growth within a single measurement. The quantitative data must be capable of including information for growth curves (number of cell/ml), mass (down to femtogram sensitivity with 1% precision) and mass content (ug/ml) in liquids. The instrument must not require costly reagents (labeling or tagging) for analysis. The instrument must independently measure quantitatively the mass of a single bacterial cell and provide the concentration of the total cells counted in order to provide a more accurate measurement of cell growth and death. The system must be capable of accurately determining the concentration of microbes in a sample within the range from 105 to 107 microbes per ml. The instrument must also provide high-resolution optics to deliver real-time visualization of individual bacteria that will allow researcher the understanding of potential morphology changes caused by treatments along with mass and concentration data in a single measurement. The system must be capable of using 96 deep well plates and 1.5mL microcentrifuge vials. The system must be able to maintain the sample physiological temperature throughout the duration of the measurement. Lastly, the technology must be rapid and provide results in less than 4 hours. This is not a Request for Quotes. No solicitation package is available. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Contracting Officer.
