- The U.S. Army Corps of Engineers, New York District is issuing this Sources Sought Notice to determine if there is an adequate number of interested and qualified: (1) 8(a) small businesses serviced by the SBA New York/New Jersey/Connecticut/Pennsylvania district offices; (2) Woman-Owned Small Businesses (WOSB); (3) Historically Underutilized Business Zone (HUBZone) small businesses; (4) Service-Disabled Veteran-Owned (SDVO) small businesses; (5) Small Disadvantaged Businesses (SDB); or (6) Small Businesses [under the size standard]; having the capability and bonding capacity for the following effort: Job Order Contract (JOC) for construction projects located at the United States Military Academy, West Point, NY. The construction task orders issued under this JOC will tend towards general sustainment, restoration, and modernization of diverse multi-facility complexes. Facility types will include administrative office buildings, barracks, academic buildings, dining facilities (DFAC), medical clinics/hospitals, training support complexes, vehicle maintenance facilities/motor pools, warehouses, and general infrastructure projects. Features of work will include interior improvements, fire protection, plumbing, mechanical/HVAC, electrical, telecommunications, fire alarm, anti-terrorism force protection measures, exterior improvements, and utilities. Some work may also include site work, landscaping, bridge repairs, and dam repairs. The JOC has a total estimated capacity of $45,000,000 over five years. The task orders issued under this contract may range from $25,000 to $1,000,000. The expected durations for these projects are 730 days or less. The North American Industry Classification System (NAICS) code is 236220. The business size standard is $36.5 million. Fifteen percent (15%) of the work is required to be self-performed. Interested Offerors shall respond to this Sources Sought Synopsis to include the following: 1. Provide a list of at least 3 but no more than 5 projects to demonstrate construction experience performed within the past five years of the type and magnitude listed above. a) Include a brief description, dollar value, timeliness of performance, customer name, and level of customer satisfaction for each project. b) Demonstrate the ability to manage multiple active projects simultaneously of the magnitude listed above. c) Demonstrate the ability to operate outside of the business's home office immediate area. 2. Provide a letter from the Surety to bond multiple active projects of the magnitude listed above to demonstrate appropriate bonding capabilities. 3. Provide a statement verifying that the business (contractor/team/joint venture) is able to self-perform a minimum of 15% of the work. 4. Provide representation and certification documents to verify the business's size and type (i.e. 8(a), WOSB, HUBZone, SDVO, SDB, etc.) under NAICS Code 236220. 5. Provide a CAGE Code and/or DUNS Number. IMPORTANT: Responses must be limited to 10 pages or less. All interested businesses should notify this office in writing by mail or fax by November 25, 2016 at 2:00 PM Eastern Standard Time.
