- 1.This is not a solicitation announcement. This is a Request for Information (RFI) announcement only. This is a market research tool being utilized in accordance with DFARS PGI 206.302-1 to obtain information to be used in a Justification and Approval for Use Other Than Full and Open Competition under the authority at FAR 6.302-1. The information received will be used within Naval Facilities Engineering Command (NAVFAC) Atlantic to facilitate the decision making process. 2.This is a survey of the market potential. This notice does not constitute a Request for Proposal. It is not to be construed as a commitment by the Government for any purpose other than market research and is not restricted to a particular acquisition approach. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Any information submitted by respondents to this notice is strictly voluntary. 3.NAVFAC Atlantic intends to issue an out of scope modification to the Architectural and Engineering (A and E) firm that recently completed design work for a project 200 miles from Washington, DC. The out of scope modification would incorporate changes to design package 3 and provide additional post construction award services, including home office support and additional site visits. NAVFAC Atlantic is requesting information on the capabilities of other A and E firms to incorporate changes to design package 3 and provide additional post construction award services, including home office support and additional site visits. NAVFAC Atlantic anticipates that using a firm other than the firm that completed the existing design will result in a substantial duplication of cost to the Government and result in unacceptable delays in fulfilling the Government ™s requirements. It is requested that A and E firms submit to the contracting office a brief capabilities statement package (no more than 4 pages single-sided, singled-spaced, 12 point font minimum) demonstrating the following: (1)Capabilities of the A and E firm with specific information about past design work and post construction award services; (2)Estimate of the time and cost associated with analyzing another firm ™s completed design and incorporating changes into that design; and, (3)Company profile to include DUNS number, CAGE Code, and statement regarding small business designation and status The package shall be sent via email: amber.forehand@navy.mil Package must be received no later than 12:00 PM Eastern Standard Time on 28 November 2016.
