- This Market Survey is issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Section 3.2.1.2.1. 1. Introduction/Purpose The Federal Aviation Administration (FAA) is seeking interest from industry participants capable of designing and building Offshore Automation Systems Replacement that will need to support Terminal, En Route and procedural separation (Oceanic) functionality. This market survey is issued for the purposes of determining the viability of alternative solutions based on the high level requirements located in Attachment 1, Market Survey Submission Requirements and Instructions. The FAA Air Traffic Organization ™s (ATO) mission is to provide safe, secure and efficient air traffic services to commercial, private and military customers operating in the National Airspace System (NAS). The automation systems currently in use at the four offshore facilities, consisting of Anchorage (ZAN) Air Route Traffic Control Center (ARTCC), Honolulu Control Facility (HCF) (ZHN), Guam (ZUA) Center Radar Approach Control Facility (CERAP), and San Juan (ZSU) CERAP, need to be replaced with a modern, standardized and scalable NAS platform(s). The offshore facilities currently use a common Surveillance Data Processor (SDP) and site specific Flight Data Processors (FDP) configurations to conduct Air Traffic Control (ATC) operations. Facilities are able to configure the SDP system functionality based on the type of Air Traffic Services (ATS) that are required; En Route (includes Offshore/Oceanic procedural control and separation) or Terminal. The current FDP at the facilities are unique configurations that supply flight data to the facilities with a mixture of FDP equipment and Flight Data Input/Output (FDIO) devices. The Offshore Automation System Replacement program is an effort designed to provide automation system solution, or solutions, to the aforementioned offshore facilities that addresses both near-term and future Next Generation Air Traffic System (NextGen) needs, while taking advantage of the benefits of standard platforms, training programs and support. The program plans to utilize Air Traffic Control (ATC) platforms that will meet the air traffic requirements of each offshore site. This program will need to support Terminal, En Route, and procedural separation (Oceanic) functionality and will provide value by implementing a standardized and scalable NAS platform at the offshore facilities to address several shortcomings of the legacy system. The Offshore Automation Systems Replacement program Initial Operating Capability (IOC) is expected between FY 2019-2021. The program will also consider dependencies on key programs being deployed according to their current schedules. Operational and technical descriptions for each site and high level draft requirements for the Offshore Automation Systems Replacement are provided in Attachment 1, Market Survey Submission Requirements and Instructions. 2. Nature of Announcement This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) OR REQUEST FOR PROPOSAL (RFP). This announcement is for informational and planning purposes only, and the FAA is not seeking proposals in response to this announcement. A SIR for this requirement may or may not be released in the future. If a SIR is issued, it will be synopsized on the FAA ™s Contract Opportunities (FAACO) web page. It is the responsibility of potential vendors to monitor the FAACO site for the release of any solicitation documents. Interested large and small businesses are encouraged to respond to this market survey. The acquisition strategy for this procurement has not been determined at this time; however, an unrestricted competition, an existing contract solution or a set-aside may be chosen depending on the responses to the market survey and the needs of the FAA. If any responses to this survey include proprietary information, it must be marked accordingly as such. Furthermore, this notice does not obligate the FAA to make an award, and any expenses incurred in responding to this survey will not be reimbursed by the FAA. Any costs associated with a market survey submittal are solely at the interested vendor ™s expense. Responses to this announcement will not be returned to vendors. Respondents will not be notified of the results of this survey. Questions regarding this announcement may or may not be answered by the FAA. 3.
