Description
Specification Gas Turbine Components This Sources Sought Notice is issued in accordance with FAR Part 5, FAR Part 6.302-1 and HSAM 3006.302-1. For information regarding this acquisition, contact the Contracting officials listed herein. All inquiries shall be in writing. It is anticipated that this acquisition will be other than full and open competition under North American Industrial Classification Code (NAICS) 333611 (Turbine and Turbine Generator Set Unit Manufacturing). The Small Business Size Standard in number of employees is 1500. The U.S. Coast Guard Surface Forces Logistics Center anticipates a need to overhaul the Pratt & Whitney Gas Turbine (Model FT4A) Components used on the USCG's 378' WHEC cutters and the 400' WAGB icebreakers in accordance with the attached Coast Guard Overhaul Specification-"Overhaul Specification for Pratt & Whitney Model FT4A Gas Turbine Components Used on 378/400 FT Cutters, R-234-0185, dated 02/2016". This requirement must be completed utilizing only genuine Pratt & Whitney parts from the Original Equipment Manufacturer (OEM). Remanufactured or aftermarket parts are not acceptable. The Coast Guard does not own the rights to the technical data necessary to evaluate other parts. Period of Performance: It is anticipated that a firm, fixed priced requirements contract will be awarded with one base year and two option years for the receipt, disassembly, inspection, condition/test report, overhaul/repair, re-assembly, testing, preservation, packing, packaging and marking of Coast Guard configured gas turbine components. The components include fuel manifolds, combustion chambers, pressure & dump valves, pumps, actuator valves, 1st stage nozzle guide vanes, oil tank and fairings, inlet vane case, free turbine scissor mount assembly, free turbine output shaft, magnetic pickup assembly, combustion chamber support assembly. Place of Performance: At the prospective contractor's facility. Concerns having the expertise and required capabilities to provide the supplies and services described in the attached specification/Statement of Work are invited to submit complete information discussing the same within 14 calendar days from the day this notice is posted. The information submitted must include a letter from the OEM verifying the offeror is an authorized distributor, and verifying the OEM will supply only genuine OEM parts. All responsible sources are requested to submit the following: company name, point of contact, address, DUNS Number, phone number, fax number, e-mail address, business size and a statement of capabilities. The business size shall include any applicable preference program (i.e. 8a, HUBZone, Service Disabled Veteran Owned, Woman Owned, small business). Your response must include: (a) a positive statement of your intention to submit a bid for this solicitation as a prime contractor, and (b) evidence of experience in work similar in type and scope to include contract numbers, project titles and dollar amounts, points of contact and telephone numbers. Provide at least three references to equivalent type of work in the past five years (provide customer contract number, company, POC name, email and phone number).
