- Solicitation package. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this project as a Request for Quotes. Solicitation document AG-05G1-S-17-0032 and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005_91 dated 09-30-2016 and are applicable to this solicitation. (See attachment) This is 100 percent set-aside for small businesses under NAICS code 561720 and the small business size standard is $18.0 million. The contract will commence approximately January 3, 2016 and continue through December 31, 2017 (Base Year 1) with four consecutive option years. FAR 52.216-1 Type of Contract (APR 1984) The Government contemplates award a single Firm-Fixed Price contract resulting from this solicitation FAR 52.237-1 Site Visit (APR 1984) Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Pricing for Option Years need NOT provide for anticipated or contingent labor price increases. This contract includes FAR 52.222-43, Fair Labor Standards Act and Service Contract Labor Standards -- Price Adjustment (Multiple Year and Option Contracts) (May 2014) -This clause provides the authority for allowing a Service Contract Act (SCA) labor price adjustment for each annual option period exercised. (3) FAR 52.212-2, Evaluation-Commercial Items (Oct 2014). (a) The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: 1. Past Performance 2. Technical Capability 3. Experience and Qualifications 4. Quality Control Plan 5. Use of Biobased Products The evaluation factors are generally more important than price, provided the price is determined to be fair and reasonable by the Contracting Officer. (b) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quoters specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Completed Schedule of Items (blocks 23 and 24 for each line item 001-005) 3. Completed Response to Evaluation Questions (Questions 1 through 5) 4. Offer Representation and Certification, paragraph (b). (Required when making certifications applicable to this RFQ that are different than the entity's SAM profile)
