- Description
- The Naval Air Warfare Center, Lakehurst, intends to solicit a 5-year Basic Ordering Agreement (BOA) for the repair and calibration of the United States Marine Corps HABCO 4040-F402 Oil Flow Test Cart used to provide heated oil to the F402 engine during inspection/maintenance/test. The HABCO 4040-F402 Oil Flow Test Cart is mission critical to ensure proper oil levels are maintained during testing of the F402 Engine after inspection and maintenance. Failure to repair and calibrate the HABCO 4040-F402 Oil Flow Test Cart could lead to catastrophic engine failure and loss of life. This will be a sole source BOA with HABCO Industries, LLC (CAGE 51826). HABCO is the Original Equipment Manufacturer of this tool which was developed for use with the Rolls-Royce Harrier AV-8B F402 engine. The Government does not possess the technical data for the HABCO 4040-F402 Oil Flow Test Cart or the technical data rights that would be necessary to develop a competitive procurement package. HABCO is not willing to sell the technical data rights to the United States Government. This acquisition is being pursued under authority of 41 U.S.C 1901, Simplified Acquisition Procedures. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
