- National Environmental Satellite Data and Information Service (NESDIS)/Office of Satellite and Product Operations (OSPO) is soliciting for labor and travel to replace parts and UPS Testing for the UPS MGE Model EPS-6500 Serial number 208488-06. This is a 100% small business solicitation. This requirement is being issued as a combined synopsis/solicitation for commercial items in accordance with FAR 12.6, as supplemental with additional information included in the attached solicitation. This announcement constitutes the only solicitation. The solicitation issued as a request for quotation (RFQ) is EE-133E-17-RQ-0046. Written quotes are being requested. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 334416. The requirement is to provide the following items: Description (Parts, quantities, and other expenses) 8-96500-76 Inductor 328 MicroH 275A S72-130076-07 AC Cap Low Kvar, Input filter 84-130522-00 Harness: L4 to charger/TREZ Freight Labor and Travel to FCDAS Fairbanks, Alaska to replace above parts and UPS Testing PURPOSE: The place of performance is Fairbanks Command and Data Acquisition Station (FCDAS), 1300 Eisele Road, Fairbanks, AK 99712. The prospective vendor must be established partner with the original equipment manufacturer (OEM) (MGE/Schneider), the technician(s) performing the repairs must be certified by the manufacturer to work on the specific model of UPS, and availability/response time is critical for this URGENT repair. SCOPE OR MISSION: To complete repairs as outlined in SON and troubleshooting the problems with said UPS. BACKGROUND: This UPS is a critical element in FCDAS power distribution and backup system. FCDAS is part of the National Critical Infrastructure. The UPS suffered a complete failure of unknown cause on 6/14/16 and no longer functions. Mission impact: Loss of critical weather data from NOAA and international spacecraft essential to timely forecasts and warnings for protection of property, life, and economic activity. (End of Clause) 52.212-2 Evaluation--Commercial Items (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: ___________________________________________ ___________________________________________ ___________________________________________ [Contracting Officer shall insert the significant evaluation factors, such as (i) technical capability of the item offered to meet the Government requirement; (ii) price; (iii) past performance (see FAR 15.304); (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer`s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
