Description
SOURCES SOUGHT SYPNOSIS for QF-16 Automated System Test Set (ASTS) The Department of Defense, United States Air Force (USAF), Air Force Materiel Command (AFMC), Air Force Life Cycle Management Center (AFLCMC), Armament Directorate (EBYA), is currently conducting market research seeking capabilities statement from potential sources. This notice serves as a sources sought synopsis for the QF-16 Full Scale Aerial Target (FSAT) Automated System Test Set (ASTS) P/N D16T181000-01. This sources sought is a market research tool to gain knowledge of potential vendors, which will be used for acquisition planning purposes. This is not a request for proposal and shall not be interpreted as a commitment by the Government. Participation is strictly voluntary; the Government will not reimburse any costs associated with providing information in response to this sources sought. The North American Industry Classification System (NAICS) code for this acquisition is 334111, Electronic Computer Manufacturing, with a size standard of 1000 employees. As directed by the Foreign Disclosure Office, Eglin AFB, FL, no foreign participation is allowed for this acquisition. AFLCMC/EBYA, Eglin AFB FL is seeking to procure up to five (5) QF-16 Automated System Test Sets (ASTSs) P/N D16T181000-01, and a 3-year warranty for each ASTS. The ASTS is a trailer mounted automated test station which provides the capability for QF-16 acceptance test procedures and pre-mission tests, Radio Frequency tests, 1553 data bus communication tests, configuration programming via the Automatic Flight Control Computer (AFCC), AFCC integrated built-in test pre-programmed tests, payloads subsystem tests, Safe Arm Device simulations, and troubleshooting on QF-16s to the Drone Peculiar Equipment (DPE) Line Replaceable Unit (LRU) level. The ASTS is embedded with Boeing-proprietary software specifically designed and developed to interface with the Boeing-proprietary QF-16 FSAT's airborne software. The Government does not own the Technical Data Package (TDP) for the QF-16 ASTS. This requirement is not a Research and Development effort; therefore, interested vendors must have an existing qualified design solution that meets the below requirements. Requirements: 1. The ASTS shall be produced and delivered to meet the following documents: See Note 1. a. QF-16 FSAT Program ASTS Interface Control Document (ICD) b. QF-16 FSAT Program ASTS Schematic Block Diagrams (SBD) c. QF-16 FSAT Program ASTS System/Subsystem Specification (SSS) d. QF-16 FSAT Program ASTS Software Requirements Specification (SRS) e. QF-16 FSAT Program ASTS Interface Requirements Specification (IRS) f. QF-16 FSAT Program PSE Software Test Plan (STP) g. QF-16 FSAT Program ASTS Software Design Document (SDD) 2. The ASTS shall be compliant with TO 1F-16-(Q)A-2-96GS-00-1. See Note 1. Additional Requirements: 1. The Contractor shall be responsible for conducting acceptance testing at a Contractor-provided facility in accordance with QF-16 ASTS Acceptance Test Procedures. See Note 1. 2. The Contractor shall ensure the software code development in compliant with DoDI 5200.44. 3. Delivery of the five (5) ASTSs shall be NLT twelve (12) months after contract award with an objective delivery of NLT eight (8) months. Note 1: Referenced document will be provide to vendors capable of meeting the ASTS requirements upon request. Potential offerors who have the capability to meet the performance and schedule requirements outlined above are invited to submit a Statement of Capability (SOC). The SOC shall be limited to 5 pages as defined below. Please include the following information in the SOC: Summarize overall capabilities considering the criteria above. The page limit is five (5) pages (not including graphics/tabular data). The small business size standard associated with NAICS 334111, Electronic Computer Manufacturing, is 1000 employees. Respondents shall also identify their size in relation to this size standard and indicate their socioeconomic status (i.e. Large Business, Small Business, Very Small Business, Small Disadvantaged Business, 8(a) Program Small Business, Women-owned Small Business, HUB Zone Small Business, Veteran-owned Small Business, Service-disabled Veteran-owned Small Business, and/or a Native American Small Business). No set-aside decision has been made. Note that a key factor in determining an acquisition to be a Small Business Set Aside is that small business prime contractors must perform at least 50% of the effort, as defined in FAR Clause 52.219-14. Responses are due no later than 30 days after the posting date 3 pm Central Daylight Time (CDT). An Ombudsman has been appointed to address the concerns from potential vendors. The Ombudsman does not diminish the authority of the Program Manager or Contracting Officer, but communicates vendor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting points of contact identified below. Attachments with files ending in.zip or.exe are not allowable and will be deleted. Ensure only.pdf,.doc,.docx,.xsls, or.xls documents are attached to your email. All other attachments may be deleted.
