- Operation and Management of Atlanta Job Corps Center (Special Notice) The Department of Labor (DOL), Employment and Training Administration (ETA) intends to award a cost-reimbursement plus fixed fee Bridge Contract to a single source. The statutory authority permitting the acquisition of this requirement by other than full and open competition is 41 USC 254 (c)(1), as implemented by FAR 6.302-1, Only one Responsible Source and no other supplies or services will satisfy the agency requirements. The period of performance for this contract will be: Base Period:December 1, 2016 - November 30, 2017 Option Period:December 1, 2017 - May 31, 2018 Place of Performance will be: Atlanta Job Corps Center 239 W Lake Ave NW Atlanta, GA 30314 This contract will be awarded on or about November 28, 2016 to Management and Training Corporation, (MTC) (herein "MTC" location at 500 N Market Place Dr., STE 100, Centerville, UT 84014) under a new contract. The contractor shall continue to provide the Atlanta Job Corps Center with Operation and Management as required by this contract, which that provide essential non-residential services (including food, education, training, and career transition support) to the students participating in the Job Corps program. The contract will enable the provision of these critical services through the continued operation of the Job Corps center. DOL intends to award this requirement as a sole source to MTC. Since the services are follow-on from a current contract award and awarding to another source would cause unacceptable delays/gaps in service during the time required to issue a new competitive contract. It is the government's intent to compete the services in the near future and award a new contract no later than May 31, 2018. The North American Industry Classification System (NAICS) code for this requirement is 611519 with the size standard of $38.5 million. This is a sole source notice published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. However, all responsible parties interested in responding to this notice are invited to submit a capability statement including costs by 12:00 PM Eastern Standard Time, November 18, 2016 that provides sufficient details for consideration by the government, via e-mail to: Gunn.Franklin.F@dol.gov. The determination not to compete the contract based on the response to this notice is solely within the discretion of the government.
