- RESPONSES REQUESTED FROM ALL INTERESTED FIRMS (LARGE AND SMALL BUSINESSES) This announcement constitutes a Sources Sought Synopsis (market survey). This IS NOT a request for proposal or a solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge and information of potential qualified firms. Responses to this Sources Sought Notice will be used by the Government in making appropriate acquisition decisions. There will there be no compensation provided for any submissions provided to the Government. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include Small Businesses. The Government must ensure there is adequate competition among the potential pool of responsible contractors. The Government is seeking qualified, experienced sources capable of performing the work described herein, and posted as a market research tool only. The Government will utilize this information in determining an acquisition strategy. Please state all of the socio-economic categories in which your company belongs, if any (8(a), Hub-zone, Service Disabled Veteran Owned Small Business, Woman Owned). Sources are being sought for firms with a North American Industry Classification System (NAICS) Code of 531320 with a Small Business Size Standard of $7,500,000.00. The Norfolk District, Corps of Engineers is contemplating a firm fixed priced contract for the appraisal of parcels of land in and around the Deep Creek Bridge in Chesapeake, VA. APPRAISAL STANDARDS: As the intended use of these are appraisals are in support of a full Federal Project, Federal Rules apply for these acquisitions, i.e. in compliance with UASFLA. The appraisal must be credible and performed in a manner commensurate with that of the Contractor's peers for an appraisal assignment of this type. The complete appraisal per ownership, should be communicated in an Appraisal report format and prepared in conformance with applicable requirements, including, to the extent appropriate: the current edition of the Appraisal Foundation's Uniform Standards of Professional Appraisal Practice (USPAP http://www.appraisalfoundation.org); the Uniform Appraisal Standards for Federal Land Acquisition (UASFLA aka "The Yellow Book" http://www.usdoj.gov/enrd/land-ack/); The Uniform Relocation Act 49 C.F.R. Part 24 and Real Property Acquisition Policies Act of 1970 (P.L. 91-646) as amended; and other applicable requirements, including, to the extent appropriate: USACE Engineer Regulation (ER) 405-1-04; and the applicable laws, public policy, or other Federal requirements that would normally take precedence over the USPAP. NOTE: The possibility exists that the appraisal report(s) may be used as a basis and support to initiate judicial proceedings on the properties and the Key/Lead Appraiser must be a qualified "Expert Witness", preferably in Federal Court. The Appraiser(s) must supplement their standard qualification resumes in the contract solicitation response and the appraisal reports to insure the Client that they meet these requirements, i.e. list all publications authored within the preceding 10 years; a listing of all trials or depositions in which the Appraiser(s) have testified as an Expert Witness within the preceding 10 years; describe specific experience as a qualified "Expert Witness" in real property valuation for real property rights similar to that of the Subject Property in Federal, State, and/or Tribal courts; and disclosure of the fees received by the Appraiser(s) for the appraisal assignment, and the fees anticipated for testifying and/or depositions. Appraisal companies should indicate the state(s) for which they possess a valid State Certificate as a Certified General Appraiser, and include this information on any proposed subcontractors. Also, provide the types of appraisal products (commercial, residential, specialized, etc.) that they have the competency to perform. Appraisal companies should provide experience, related to appraisal products or services previously performed for USACE or other Federal agencies. This experience should include contract numbers, contract amounts, and points of contract within the agencies. Provide this information on any proposed subcontractors as well.
