- Attachment- 0002 Cost Price Proposal Template Attachment- 0001 Labor Category Descriptions Draft RFP This is DRAFT REQUEST FOR PROPOSAL notice. The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Natick Contracting Division (NCD), on behalf of Defense Health Agency (DHA), has a requirement to provide an infrastructure of personnel, materials, equipment, facilities, science, and technology that will sustain an acceptable level of medical research within the DoD. The Government anticipates awarding multiple Indefinite-Delivery-Indefinite-Quantity (IDIQ) contracts with a "not to exceed" overall ceiling value of $999,000,000.00 for all task orders issued under the Omnibus IV IDIQ contracts. The ordering period will consist of one (1) five (5) year base ordering period and one (1) six (6) month optional ordering period in accordance with Federal Acquisition Regulation (FAR) 52.217-8, Option to Extend Services. As part of this notice, the Government is providing a draft Request for Proposal (RFP) for industry comment. The Government is seeking feedback from industry on all parts of this draft RFP, however, the Government is specifically seeking feedback and innovative suggestions relating to the following areas: -The Statement of Objectives in Section C -Task order small business set-aside process in Section H.2 -The requirement for the Small Business Participation Plan and Small Business Subcontracting Plan at the task order level instead of the base contract level, as detailed in Section H.3 -The Cost/Pricing Volume requirement in Section L, specifically methods to evaluate pricing at the base IDIQ contract level that is useful and relevant to the Government on future task orders. -The Technical Volume requirement in Section L -The Basis for Award in Section M Feedback in response to this draft RFP shall be submitted by email using the subject line "Omnibus IV Draft RFP Feedback". Each subject shall reference the specific RFP Section in question, for example, "Section H.4 states..." and all feedback shall be directed to Ms. Eileen Emond, eileen.emond.civ@mail.mil and Mr. Brandon Rivett, brandon.j.rivett.civ@mail.mil no later than 17:00 EST on 18 November 2016. The Government does not intend to provide individual responses to feedback received in response to the draft RFP. Depending on industry interest, the Government is considering hosting an Industry Day specifically related to the Omnibus IV solicitation to further discuss the contractual requirements and feedback received in response to the draft RFP. The focus would solely be on the contractual aspect of the draft RFP and not the programmatic aspect of the requirement. The industry day is forecasted to take place on or around 30 November 2016 in the San Diego, CA area. The Government will notify Industry on 14 November 2016 if there was enough Industry interest to conduct an Industry Day. This notice is being issued solely for information purposes only and it does not constitute a RFP, or a promise to issue a RFP in the future. This notice does not commit the Government to contract for any services.
