Description
Intent to Sole Source INTENT TO SOLE SOURCE FactSet Research Systems - SS-OFR-17-003 The Bureau of the Fiscal Service (Fiscal Service), on behalf of the Office of Financial Research (OFR) and the Financial Stability Oversight Council (FSOC), intends to make award to FactSet Research Systems Inc., 601 Merritt 7, Norwalk, CT, 06851-1091 on a sole source basis, under authority of FAR 6.302-1, for Subscription Services. The Office of Financial Research (OFR) has a need to obtain data regarding trade credit networks and their associated supply chain in order to deepen understanding of the propagation of financial shocks in credit chains. In particular OFR needs data regarding trade credit networks between industrial firms through which banks may be interconnected. The supply chain credit and financing relationships lend themselves best to analysis when looking at entire sectors or the entire economy. OFR requires bulk downloads of financial and credit information on thousands of firms within a given sector. Lengthy historical information which covers at least the time period before the recession of 2007 to 2009 is also required by OFR in order to perform the necessary longitudinal analysis which examines financial shocks to credit chains to forecast future shocks. Through Market research FactSet Revere Supply Chain dataset has been found to be the only source to the historical breadth of information (2003-2016) compiled from both the SEC 10 K filings and relationship data from published reports and social media coupled with bulk download capability of a dataset comprised of over 20,000 industrial firms. The entire FactSet Revere Supply Chain dataset can be downloaded at once (all 20,000 + firms) and sorted for comparative analysis by sector, industry and other analyst selected criteria and is the only source found to offer this. Only FactSet Revere Supply Chain dataset allows for bulk downloads over a long historical period and would be the only dataset that would make the analysis feasible to forecast credit shocks to the supply chain after the recession of 2007 to 2009. NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted. Fiscal Service will consider written responses received no later than 14:00 (2:00 PM EST) November 14, 2016. Responses must be submitted electronically to purchasing@fiscal.treasury.gov, Attn: RG/BB.REF SS-OFR-17-003. Responses must include sufficient evidence that clearly shows the vendor is capable of providing the requested requirement. If no written response is received that clearly demonstrates an ability to meet all requirements, is more advantageous to the Government, and is received by the aforementioned deadline, Fiscal Service shall make award on a sole source basis to FactSet Research Systems. Qualified contractors must provide the following: 1. The name and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service Disabled Veteran Owned Small Business, HubZone, etc.). Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses. 2. Whether your services are available through a Government contract vehicle or Open Market. 3. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers your company currently provides these products/services for. 4. DUNS Number. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered:.bat,.cmd,.com,.exe,.pif,.rar,.scr,.vbs,.hta,.cpl, and.zip files. Microsoft Office compatible documents are acceptable. No other information regarding this Special Notice will be provided at this time. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice.
