- Performance Work Statement (PWS)Perform Needs Analysis for POL Construction Workshop Training Modules Vision Statement Identify the training needs in US Army Corps of Engineers (USACE) Districts to perform quality assurance on design and construction of Petroleum, Oil, and Lubrication (POL) systems for SRM (Sustainment, Restoration and Modernization) and MILCON (Military Construction) projects. 1 Introduction The US Army Corps of Engineers (USACE) Petroleum, Oils, Lubricants (POL) Technical Center of Expertise (TCX) is tasked with supporting all USACE Districts with the technical guidance, tools, and resources necessary to meet mission objectives. This PWS will perform a needs analysis of USACE Districts to determine the training requirements for meeting performance requirements on SRM and MILCON fueling system projects. 1.1 Mission The mission of the Petroleum, Oils, Lubricants (POL) Technical Center of Expertise (TCX) is to develop, maintain, and provide the planning, engineering, design, and implementation support and resources necessary to provide clean, dry fuel reliably and safely to support the Mission/Troop. 1.2 Background The US Army Corps of Engineers (USACE) Petroleum Oils Lubricants (POL) Technical Center of Expertise (TCX) is responsible for providing the USACE Enterprise with planning, design, and implementation services necessary to provide clean, dry fuel reliably and safely to support the Mission/Troop. The construction QA workshops led by the POL-TCX are intended to provide the USACE Enterprise with a basic knowledge of POL systems, reference materials, best practices, and tools to provide a consistent construction quality assurance (QA) process for POL construction/repair of SRM/MILCON projects. ***See solicitation for full description***
