- NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with Intelligent Systems Automation, Inc., 1156 Bowman Rd., Suite 200, Mt. Pleasant, SC 29464, using the procedures in FAR Part 13, to provide the upgrade of the Integrated Vessel Management Control (IVMC) aboard the NOAA ship Nancy Foster. The IVMC on the Nancy Foster is original American Bureau of Shipping (ABS) equipment and software running on an out of date operating system and many of the components are no longer supported. The Input/Output (I/O) modules in the engine room (6 total) were replaced with supportable units in 2012. The remaining I/O modules were deferred. Due to the long period between Phase I and the current work more of the system has become outdated which requires additional work, such as hardware, beyond the remaining I/O modules. The hardware, system programming, software, and operating system upgrades are needed to be completed to maintain the vessel in compliance with Automated Centralize Control (ACC) for ABS/USCG. Intelligent Systems Automation (ISA) completed the initial upgrade and is the only known source to complete the final upgrade due to interoperability concerns with ABS rules in order to maintain its ACC classification. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 811310 with a business size standard of $7.5M. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 2:00 p.m., November 10, 2016. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to lynne.phipps@noaa.gov by 2:00 p.m., November 10, 2016.
