- N00164-11-D-JQ11-0015 - SOLE SOURCE - LONG-RANGE HANDHELD SENSOR SYSTEM, TEST, TEARDOWN AND EVALUATION AND REPAIR - FSG 5855 - NAICS 334511 Anticipated Issue Date 02 NOV 2016 - Anticipated Closing Date 09 NOV 2016 - Time 2:00 PM EST This request for information is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. The Government anticipates the award of delivery orders under contract N00164-11-D-JQ11 for non-warranty test, teardown and repairs of Hand Held Long Range Thermal Imager Sensor System (HHSS). The contract was awarded in June 2011 and will be utilized until the follow-on contract will be awarded or 30 June 2017, whichever comes first. It is anticipated that a maximum of $500K will be awarded under contract N00164-11-D-JQ11 between January 2017 and July 2017. Contract N00164-11-D-JQ11 was awarded to FLIR Systems Incorporated (FSI), North Billerica, MA under the statutory authority permitting other than full and open competition Title 10 U.S.C. 2304(c)(1), Only one responsible source. The contract was awarded pursuant to the procedures of FAR 13. Synopsis exception FAR 5.202(a)(13) applies. The contract will be utilized to accomplish the HHSS Test, Teardown and Evaluation and repairs until the follow-on contract is awarded or until 31 July 2017, whichever comes first. The government does not own or possess the necessary technical data required to repair, sustain or upgrade the HHSS. FSI owns directly the proprietary data and related rights. The government does not own complete level three drawings or data rights for the system. All responsible sources may submit a capability statement or proposal which will be considered by this agency. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the Government. The POC is Ms. Diane L.
