- THIS IS NOT A REQUEST FOR PROPOSALS. This is a notice of intent to award a sole source contract for Remedy v9.1 Upgrade Services under the statute 10 USC 2304(c)(1), as implemented by FAR 6.302-1, required by FAR 6.303-2(b)(4). Full and open competition need not be provided for supplies or services required by the agency when such supplies and services are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. An award to any other source would result in unacceptable delays in fulfilling the agency's requirements. The implementation of the Remedy software applications & technologies involves not only the individual deployment and configuration of the software product, but also the integration of these software products to act as the single capability to the Air Operations Center Weapon Systems (AOC-WS) 10.1 program. This includes the implantation of over 600 specific customizations that will need to be posted and tested to ensure effective integration. This is a new contract action. The contract will consist of Firm Fixed-Price(FFP), and Cost Reimbursable (CR) line items with a Not to Exceed Period of Performance of 1 year. This notice does not constitute a Request for Proposal (RFP). Interested parties may submit a capabilities statement which shall be considered by the Government to the identified point of contact no later than 15 November 2016, 5:00 PM, EST. Such capabilities will be evaluated solely for the purpose of determining whether or not to conduct this action on a competitive basis. No RFP will be issued based upon this Notice of Intent. The Government will not pay for any information received in response to this NOCA nor will the Government compensate a respondent for any costs incurred in developing the information provided. This notice is not a commitment from the Government. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution.
