- Class NSN Listing The Defense Logistics Agency (DLA) Aviation proposes to issue a solicitation for a long-term strategic contract which will include multiple NSNs to support the AV-8B Aircraft, Engine and GTS. A total of 59 NSNs out of 162 are targeted for the initial contract effort. It is anticipated that all items will be priced eventually. The proposed action is intended to be awarded on a sole-source basis, as supported by a J&A in accordance with FAR 6.302-1. The proposed sole-source contract will be issued to United Technologies Aerospace Systems CAGE K0131, located in the United Kingdom. Additional items may be added from the class (all items where UTAS is the sole manufacturing source and the parts are used on the F402 and GTS) described in the Class J&A supporting this procurement. If other NSNs are subsequently added, as defined by the terms of the contract, they will be synopsized separately. The proposed contract will be for a total ten-year period of performance to include a five-year base period and one five-year option period. This is proposed to be a Federal Acquisition Regulations (FAR) Part 15 effort. The proposed contract will be a fixed price requirements contract. The attached list contains the items that have been identified for this action. The solicitation will be posted on the Federal Business Opportunities (FBO) webpage on or around November 16, 2016. Surplus dealers and distributors are invited to respond to this synopsis. Surplus dealers should include a completed surplus certificate, DLAD 52.211-9000, Government Surplus Material or adequate traceability documentation to show that the product is acceptable. Responses to this announcement from distributors or surplus dealers should identify items of interest and include evidence of ability to supply the items for the contract period as identified. In addition, respondents must identify the quantity available and price. A copy of the letter of interest should be forwarded to the contracting officer identified herein and SBA PCR (Michael.massello@sba.gov). The Government may alter the acquisition strategy if purchase of existing surplus or newly-manufactured inventory is in the best interest of the Government." A copy of the solicitation will be available via the DLA Internet Bid Board System (DIBBS) https://www.dibbs.bsm.dla.mil/RFP on the same issue date cited in the solicitation. One or more of the items under this acquisition may be subject to Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. Dollars. All interested suppliers may submit an offer. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
