- THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The General Services Administration (“GSA”) Northeast and Caribbean Region is conducting a market survey and is seeking sources for General Construction. The requirements for this opportunity include the renovation of approximately 260,000 USF of office space, as well as restroom renovations from floors 16 through 21 of the Jacob K. Javits Building at 26 Federal Plaza, New York, NY. Construction is anticipated to begin in December of 2017. The current estimated construction cost range is $50,000,000 to 80,000,000. The estimated project duration for construction is twenty (20) months, with at least two (2) phases. The North American Industry Classification System (NAICS) code for this effort is 236220 (Commercial and Institutional Building Construction). The Small Business size standard is average annual sales and receipts for the past three years that are less than $36,500,000.00 The services for this project will include general construction services. The project will require work to be performed in an occupied building, in some cases on an occupied floor, and without disruption to the operations of the tenants. The work will involve abatement of asbestos-containing spray-on fireproofing, replacement of induction units and full LEED Gold office renovations for three (3) individual tenant agencies. Outside of the office build-outs and restroom renovations, the scope will also include generator, chiller, fire alarm, and sprinkler work. General Contractors interested in pursuing this opportunity should submit a letter of interest that includes the following information to Claudia.rivera@gsa.gov by November 15, 2016. 1. Provide the name of firm, a brief description of the firm’s capabilities and the contact information for the primary point of contact. 2. Is your firm interested in submitting a proposal based on the information provided? If your firm is not interested in bidding on this project please provide a brief explanation on why and what could be done to increase the likelihood of your firm’ participation? 3. Provide a brief narrative on three projects that you feel demonstrates your firm’s prior experience in providing construction services (at least two (2) projects above $50 Million) and the ability to meet the described construction requirements. 4. What is your firm’s available bonding capacity? 5. Based upon the size standards provided, is your firm considered large or small? If considered a small business, is your firm a women owned small business, small disadvantaged, veteran owned small, service disabled veteran owned, or HubZone small business concerns? 6. Do you have any recommendations on packaging the request for proposal that would simplify the bidding process or make bidding the project more likely for your firm?
