- FA8604-17-Q-5035 RFQ Attachment 1 - Offeror Representations and Certifications Solicitation FA8604-17-Q-5035 FA8604-17-Q-5035 RFQ Attachment 3 - Contract Terms and Conditions to Implement Statutes or Executive Orders FA8604-17-Q-5035 RFQ Attachment 2 - Contract Terms and Conditions DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. FAR Part 13 procedures are being utilized. The Government reserves the right to award without discussion. •· The solicitation document, FA8604-17-Q-5035, is a Request for Quotes (RFQ) and incorporates FAR provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-89: •· The associated NAICS code is 519130; small business size standard is: 500. •· This requirement is for the following commercial supply: CLIN Item Description LOT 0001 Electronic Resource Management 1 Supplier Electronic access to the subscription shall be provided for the period of 01 January 2017 - 31 December 2017. 1001 Electronic Resource Management 1 Supplier (Option) Electronic access to the subscription shall be provided for the period of 01 January 2018 - 31 December 2018. 2001 Electronic Resource Management 1 Supplier (Option) Electronic access to the subscription shall be provided for the period of 01 January 2019 - 31 December 2019. 3001 Electronic Resource Management 1 Supplier (Option) Electronic access to the subscription shall be provided for the period of 01 January 2020 - 31 December 2020. 4001 Electronic Resource Management 1 Supplier (Option) Electronic access to the subscription shall be provided for the period of 01 January 2021 - 31 December 2021. Requirement Description The members of the Air Force Research Laboratory (AFRL) Library Council require an electronic resources management supplier to provide access and management services for subscribed electronic books [eBooks], electronic journals [eJournals], and databases. The supplier's product must enable librarians to easily manage electronic resource subscriptions (allowing activation and management of large eBook and eJournal collections, facilitating proxy linking for customer access, and providing an administrator interface for budgeting, management, and the generation of usage reports). The subscription must allow library customers to easily locate and access databases, eBooks, and eJournals in the library's collection from a dedicated internet portal. A Firm Fixed Price (FFP) purchase order is anticipated. The subscription shall be provided for the period of 01 January 2017 - 31 December 2021.
