Description
The U.S. Department of Labor (DOL) located in Washington, DC intends to issue a Solicitation/ Request for Proposal (RFP), to award a firm-fixed price construction contract. The project is to replace the existing Job Corps Center located in Atlanta, Georgia. The North American Industry Classification System ( NAICS) for this procurement is 236220-Commercial and Institutional Building Construction. The Small Business Size Standard is $36.5 million average annual revenue for consecutive three years. This acquisition is a 100% Small Business Set Aside. A Pre-Proposal Conference will be held and the time/place/date will be provided in the solicitation. Attendance at this meeting is not mandatory, but is strongly encouraged. We consider attendance at this meeting to be vital for the preparation of a competitive and cost effective proposal. Any and all questions that may arise during and after this meeting must be put in writing and submitted via email to Stephens.david@dol.gov no later than the date and time specified in the solicitation. Project Summary: This project scope is to provide construction services for a new Job Corps campus to replace the existing Job Corps Center located in Atlanta, GA. The new campus is comprised of approximately 25 acres at the aforementioned location, and the work consists of the following: clearing, regrading, and preparation of the existing site which is currently wooded. Placement of all utilities required to serve the buildings, in addition to coordination with various utilities to tie into existing services, and with Georgia Power for coordination of placement of the primary electrical system and site lighting. Construction of the surface site work will include installation of all fencing, gates, roads, walks, landscaping, and grassed areas, in addition to construction of storm water management ponds and bio retention areas. Construction of the buildings will include 11 buildings in total, with floor area of approximately 226,000 Gross Square Feet. The buildings consist of the following: Welcome Center, Administration, Student Services, Education, Child Development Center, Cafeteria, Recreation, Dormitories (2), Maintenance and Storage, and a Central Plant building. The period of performance for this construction is 560 calendar days from the Notice to Proceed (NTP) date which is anticipated to be early November 2017. This Procurement will be competitively chosen using Source Selection (FAR 15) procedures. The objective of the source selection process is to select a proposal that represents the best value to the Government. The award will be made to the responsible Offeror whose offer confirms to the solicitation and offers the best value to the Government, considering the technical factors and the evaluated price. The solicitation package will be available for download only. This solicitation will be posted on the Federal Business Opportunities website at http://www.fbo.gov on or about November 15, 2016. Proposal due date shall be at least 45 days after the solicitation is posted on the FBO website. The Government reserves the right to make an award on initial offers, but discussions and/or negotiations may be held, if appropriate. The estimated contract m agnitude is between $50 Million and $75 Million. Offerors must have bonding capacity for the high end of this range. This proposal due date is tentatively scheduled for January 10, 2017 at 2:00 PM EST. All responsible sources may submit a proposal, which shall be considered by the Government.
