1449 Attachment Figure L-1 Management Plan Worksheet Solicitation includes Wage Determination, Past Performance Questionnaire, etc COMBINED SYNOPSIS/SOLICITATION JANITORIAL SERVICES AT GEORGE BUSH INTERCONTINENTAL AIRPORT AND WILLIAM P. HOBBY AIRPORT IN HOUSTON TX IN SUPPORT OF TSA/DHS General Services Administration (GSA), Public Buildings Service, Greater Southwest Region, has a need for Custodial and Related Services for Leased Space occupied by the Transportation Security Administration (TSA) at the following locations: George Bush Intercontinental Airport, 2800 North Terminal Road, Houston TX. William P. Hobby Airport, 7800 Airport Boulevard Houston TX. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; electronic proposals are being requested. The solicitation number is GS07P17JUC7009. The solicitation is issued as a Request for Quote (RFQ). This acquisition is conducted as a HUBZone small business set-aside. The base period of performance will start on or about 01/01/2017. Additional option periods will be exercised annually with a total period of performance, including all options, of 60 months. NOTE: The solicitation will include FAR 52.217-8, Options to Extend Services, which would allow the government to extend the period of performance an additional 6 months, for a total of 66 months, all options included. If 52.217-8 is exercised, the prices and all other applicable rates that are fixed in the contract will be the same as the immediately preceding contract period and may only be adjusted as a result of revisions to prevailing labor rates provided by the Secretary of Labor. Therefore, all prices and rates evaluated for the successful offeror's contract, for the base and all option periods, will be determined fair and reasonable at time of award and no further price evaluation is necessary to extend the contract pursuant to FAR 52.217-8. In accordance with FAR 52.219-3, this procurement is a HUBZone SET-ASIDE. At the time that a HUBZone small business concern submits its offer, it must represent to the Contracting Officer that it is a HUBZone under the North American Industry Classification System (NAICS) 561720 with the small business size of $18 Million. The HUBZone concern should provide a copy of the notice required by 13 CFR 126.501 if material changes occur before contract award that could affect its HUBZone eligibility. No phone or fax requests for a copy of solicitation will be accepted. Potential offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information. A pre-proposal conference/site visit will is noted in the solicitation. Details such as location and start time of the pre-proposal conference will be posted via an amendment to the solicitation. Proposal submissions will be due on November 30, 2016. Interested offerors with a history of similar work are encouraged to send in questions related to the solicitation. The government can begin formulating questions and will answer in a future amendment that will be posted to FBO.gov under this solicitation number.
