- NIST Publication Process System Requirements. This is a REQUEST FOR INFORMATION for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS OR A REQUEST FOR QUOTATIONS. The National Institute of Standards and Technology (NIST), Associate Director for Laboratory Programs (ADLP), in an effort to comply with a Directive from the Executive Office of the President, Memorandum for the Heads of Executive Departments and Agencies: Increasing Access to the Results of Federally Funded Scientific Research (https://www.whitehouse.gov/sites/default/files/microsites/ostp/ostp_public_access_memo_2013.pdf) dated February 22, 2013, requires that the results of federally funded scientific research, including that of awardees, be made available to and useful for the public, industry, and the scientific community. NIST is contemplating the purchase of a configurable, commercial-off-the-shelf software product that provides an online, web-based, and in-the-cloud subscription-based editorial review system for manuscript submission and peer review for NIST staff located in Gaithersburg, MD; Boulder, CO; Charleston, SC; Stanford, CA; Upton, NY; and College Park, MD. All locations will use the same editorial review system that provides a configurable, fully-electronic process. NIST's staff, including its collaborators, annually produce approximately 2000 peer-reviewed manuscripts. Currently, NIST uses an aging in-house software system to conduct its internal manuscript reviews. NIST is contemplating the purchase of a product that can replace the current system with a web-based, highly configurable workflow management system, for its manuscript submission and internal peer-review process and also allow access to full functionality for NIST staff on the Internet. including interaction with PubMed Central (PMC) and GovInfo, which house NIST's publications repositories. NIST is seeking sources capable of providing an editorial review system as described in the attached document. The system requirements in the attached document are provided for market research purposes only. Final system requirements shall be determined based on information received and NIST's minimum requirements. NIST is contemplating the award of a firm fixed price contract. Delivery of the editorial review system, meeting all system requirements and information technology requirements, installation and training, is contemplated to be required not later than one year from the date of award. NIST anticipates including software maintenance for a total of four one-year option periods. RESPONDING TO THE NOTICE Vendors are requested to provide detailed information on their ability, experience and expertise to deliver the required editorial review system. Vendors are also invited to comment on the requirements identified. NIST is requesting information from interested parties in the following areas: -Documentation of the Contractor's ability to meet all system requirements, and information technology requirements; AND -A summary of what configurations may need to be implemented so that the Contractor's commercial software will meet the system requirements; AND -A discussion of the Contractor's knowledge of the FedRAMP approval process and a discussion of the steps that could be taken for the vendor to obtain required approvals and authorization to operate; AND -Any other information on the vendor's capability, expertise and experience, considered pertinent to the requirements will be considered by NIST. The following information must also be submitted: -Name and business size* of the company; -Indication of the timeline, after receipt of order, that is typical for delivery of the required product; -Comments or concerns associated with the contemplated award of a firm fixed price contract to complete the required work; -An estimate of the price to complete the required work. The Contractor may provide an estimated range for the price. This estimate will be utilized for budgeting purposes. Therefore, it is preferred that the range be within 10% of the total estimated price. This estimate is non-committal and will be held by NIST as confidential; -Additional information that would be required to be provided by the Government with respect to the system requirements in order to complete the required work. The above information and any other information considered pertinent to the requirements must be submitted to Carol A. Wood, Contracting Officer, National Institute of Standards and Technology, Acquisition Management Division, 100 Bureau Drive, Mail Stop 1640, Gaithersburg, MD 20899-1640. Information submitted must be specific and address each of the above points. Submissions must be received by 3:30 PM Eastern Time on November 9, 2016. Original and e-mail submissions are acceptable. *Vendors shall identify their business size as Small Business in accordance with North American Industry Classification System (NAICS) Code 511210; the Small Business Size Standard is $38.5M.
