- THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method. The Department of Veterans Affairs (VA), National Acquisition Center (NAC), HTME Contracts is requesting procurement information for a commercial laundry project. The National Contract Service is in search of SDVOSB and VOSB organizations that are capable of servicing the Department of Veterans Affairs Medical Center, Vancouver, WA need to procure the following commercial laundry equipment item(s): ITEM # 1 90/100 Pound Washer Extractor with Steam Injection: Furnish and install new one (1) each, front-loading soft mount washer-extractor on the clean side of the laundry. The washer-extractor shall be of the shell and cylinder type. The washer-extractor shall be designed for hand loading and unloading with a minimum amount of effort from employees. The washer extractor will not be used to meet production requirements. However, it will be interfaced with the liquid supply injection system and central washer controls as the production washers. (If applicable) 1. Furnish and install new 208 volt power disconnect box for the new washer. Install a red warning indicator and a lock-on device on the handle of the branch circuit breaker for the power supply circuit for the washers to within six (6) feet of the floor. Electrical characteristics - 208 volts, 3 phase, 60 cycles. 2. Unit shall have thermostatically controlled automatic steam injection. 3. Utility connections shall be derived from the water header on the clean side of the laundry. 4. Washers shall have a single motor inverter drive. 5. Regardless of supplier, a Class 1 - Liquid supply system will be interfaced for the dispensing of eight (8) types of chemicals followed by a fresh water flush capability. 6. A door shall be provided with a window of heat-treated glass capable of resisting high mechanical and thermal shock. 7. Automatic thermal overflow cool down required. 8. Pipe and connections/manifolds are to be furnished for utilizing a liquid supply system by the successful contractor. 9. Washers shall have a color touch screen controls. Washers shall be capable of being programmed for each category of textiles. Each program and operating instructions shall be listed on laminated plastic name plants. All labeling shall be on laminated plastic nameplates. Nameplates shall be laminated phenolic with a colored surface and white core with magnetic backing showing the programmed washer programs. Example Program 1 Re-wash Micro Mops 130 degrees Wash time 35 minutes on a laminated card or paper and attached to the dryer for the employees use. Other washer controllers shall be considered. 10. Machines shall be equipped with an illuminating when activated emergency stop button. Emergency stop buttons shall have yellow background with legend. Normal stop and emergency stop buttons shall be colored red. 11. Steam injection is required. 12. Provide 4-Plex (120v) GFI receptacles at equipment location for mechanics use. 13. Balancing of load prior to extraction is required. 14. Washer-extractor shall be exhausted to the outside of the building. 15. An hour meter shall be installed on the washer that will show actual hours of run time of the washers. 16. An airline shall also be installed with a quick disconnect for the mechanics use. 17. Washer extractor shall have a beacon LED rotary light (colored Amber) identifying end of wash cycle for the hearing impaired. Washers shall also have an audible alarm to indicate when the wash cycle has ended. Rotary lights will not turn off until the loading/unloading door is opened. 18. Non-production washer shall be connected to the existing central washer control system with all the options offered (If applicable). The central control system shall be capable of monitoring and managing all aspects of all wash systems (production and non-production washers) productivity, i.e., chemical formulas and water consumption. A color laser printer shall also be provided in order to print data needed from the wash systems control. 19. External Equipment/Motor Protection Filters are to be provided for all air intakes to include but not limited to dryers, washers, electronic boxes, mechanical equipment, etc., Where ever air intakes are located. These are used as a primary pre-filtration defense to help prevent damage and extensive maintenance that large volumes of lint/debris can cause. They are to fit all air intakes, motors etc. and be made of three-dimensional electrostatic media and encased in a 1/8"-3/8" rigid magnetic galvanized steel frame and contain 2 layers of polypropylene media. The media will not shed fibers, absorb moisture or promote bacterial growth; the filter should be designed for UV protected, and stands up to extreme outdoor or indoor exposure, corrosive chemicals, high velocity air flow, as well as industrial cleaning and maintenance handling. 20. Two (2) thumb drives shall be provided with all washer programs and formulas that will be used to install washer programs and formulas in case of equipment control failure. One thumb drive will be attached with Velcro to the washer inside the operator control panel and the second shall be given to the textile care manager as back-up. 21. Ethernet/internet connections shall be installed on the entire washer that will allow for trouble shooting mechanical/operational problems from factory technicians. VA will supply internet services to the building and will be the successful offerors responsibility to connect to all equipment. 22. Washer Extractor shall be equipped with lockout/tag out for servicing and maintenance of equipment. All lock-out / tag-out locations shall be marked and identified on the machine with instructions on lock-out procedures for the equipment offered. Lock-out / Tag-out procedures include all electrical, air etc. Relief valves shall be installed for lock-out / tag-out procedures. Tags and locks shall be provided that contains multiple types of lock-out and tag-outs by the successful offeror. Tags and locks shall be provided in a kit with a latch. ****************************************************************************** ITEM # 2 Medium Production Combination Spreader Feeding Machine Furnish and install one (1) each clip or clipless spreader feeding machine. Spreader feeder shall be capable of meeting ironer production requirements. The spreader feeder machine shall have a color touch screen controls & information systems that incorporate automatic/manual machine operation, self-testing, fault display and built-in diagnostics. The spreader feeder machine shall be connected to an existing Braun flatwork ironer and shall be electrically inter-locked. The spreader feeder machine shall be tested as a system including the existing flatwork ironer and new folder cross folder. Any changes to the existing Braun flatwork ironer to make a complete flatwork ironer system are the responsibility of the successful offeror. The entire system shall be electrically inter-locked for emergency stop buttons, waxing programs etc. 1. Combination spreader feeding machine shall be capable of producing 900 sheets per hour, 900 pillowcases per hour, 900 (36 inches X 36 inches) double thickness cotton surgical wraps per hour, 900 (24 inches X 24 inches) double thickness cotton surgical wraps per hour. 2. Automatic combination spreader feeding machine shall be capable of feeding large pieces through the feeding device into the flatwork ironer. 3. Electrical characteristics - 208 volts, 3 phase, 60 cycles. 4. Spreader feeding machine shall be installed leveled and have a leveling device installed on the machine. 5. Spreader-feeding machine shall be equipped with four (4) lockable casters. 6. Spreader feeding machine shall have a color touch screen controls and have an adjustable speed control installed that is capable of adjusting and synchronizing the speeds of the spreader feeding machine, flatwork ironer, and folder cross folder and stacker from one location. 7. Each loading station shall be equipped with a counter to determine the number of sheets being processed. 8. The machine shall be provided with quality grading controls mounted at each station and shall operate in conjunction with grading controls provided with the new folder-cross folder. The quality grading controls will be for tears and stains. 9. An illuminating (when activated) emergency stop button (colored RED) inter-locked with the entire ironing system and when activated shall render the entire ironing system inoperable. Yellow background with legends shall also be installed. The spreader feeder machine shall also be equipped with a normal stop button colored Red. 10. Safety micro switches shall be installed on all doors of the spreader feeding machine so that when a door is opened, the machine shuts down. 11. Spreader feeding machine will have capabilities of feeding large piece items either with clips or clip-less. 12. The spreader feeder machines shall be programmed with a waxing program that will automatically adjust the speeds of the ironing system and shut off the vacuum of the ironer during the waxing program. 13. For allowing visual observation of the mechanical systems, install a minimum of 3/8 inches in thickness scratch and shatter-proof, clear (for the equipment life expectancy), Lucite side panels on both the right and left sides of the spreader feeder machine in lieu of metal side panels. 14. Panels shall be mounted flush with the sides of the system. 15. Panels shall be protected with a guard around the center to prevent carts or other devices from damaging the panels. Panels shall be equipped with fasteners/locks to secure them to the system. 16. Spreader feeder machine shall be equipped with red, green and yellow production status indicator lights. 17. The spreader feeder shall include a pneumatically controlled swing away or retractable discharge conveyor that allows for access to the feed table of the ironer without moving the feeder for ribbon changing and feeding small pieces. 18. All electrical and operational switches/buttons shall be labeled. All labeling shall be on laminated plastic nameplates. Nameplates shall be laminated phenolic with a colored surface and white core. 19. An hour meter shall be installed on the spreader feeder machine that will show actual hours of run time of the spreader feeder. The hour meter shall be installed by the control panel of the feeder. 20. The spreader feeder machine shall have four (4) green feeding belts/ribbons installed to identify the four feeding lanes center for feeding small pieces into the ironer. The spreader feeder shall also have two (2) blue colored feeding belts/ribbons to identify the center for large piece two lane feeding operations. Belts shall be full color belts and not just color striped. 21. Operating instructions for the spreader feeder machine shall be on laminated plastic name plants. All labeling shall be on laminated plastic nameplates. Operating instructions/Nameplates shall be laminated phenolic with a colored surface and white core with magnetic backing. 22. Spreader feeder shall be equipped with lockout/tag out for servicing and maintenance of equipment. All lock-out / tag-out locations shall be marked ad identified on the machine with instructions on lock-out procedures for the equipment offered. Lock-out / Tag-out procedures include all electrical, air etc. Relief valves shall be installed for lock-out / tag-out procedures. NOTE: Alternate spreader feeder machine proposals are encouraged. All spreader feeder machines offered must be capable of meeting the ironing system production requirements and connect to the existing Braun flatwork ironer. ITEM # 3 Towel Inspection and Packaging System: a. Furnish and install one (1) Linen Inspection and Packaging System. The system shall automatically feed, count and bag towels, wash cloths and mops at a rate of a minimum of 6,500 pieces per hour. b. Ordering Data Linen Inspection and Packaging System: 1. System shall have a bulk bin for feeding towels, wash cloths and mops. 2. The inspection packaging system shall have an automated wide bagger. 3. System shall be capable of adjusting the speed of production without interruptions or delays. 4. The system shall have takeaway conveyors for bagged products. 5. Electrical shall include a dedicated 20 amp electrical circuit for 110 VAC or 10 amp electrical circuits for 220 VAC systems. All electrical shall be new from the control panel to new equipment. Electrical wiring shall be installed in ¾ inch hard unpainted conduit. 6. Lockable casters on all sections. 7. Bulk bin shall be loaded easily at floor level by sling or by hand. 8. Feed bin weight capacity shall be a minimum of 230 pounds. 9. Touch screen operator panel is required that has the ability to store multiple jobs. 10. System discharges at cart height for easy collection and distribution of bagged products. 11. System shall include safety lock-outs to cut power to the system when system accesses are opened. 12. External Equipment/Motor Protection Filters are to be provided for all air intakes to include but not limited to electronic boxes, mechanical equipment, etc., Where ever air intakes are located. These are used as a primary pre-filtration defense to help prevent damage and extensive maintenance that large volumes of lint/debris can cause. They are to fit all air intakes, motors etc. and be made of three-dimensional electrostatic media and encased in a 1/8"-3/8" rigid magnetic galvanized steel frame and contain 2 layers of polypropylene media. The media will not shed fibers, absorb moisture or promote bacterial growth; the filter should be designed for UV protected, and stands up to extreme outdoor or indoor exposure, corrosive chemicals, high velocity air flow, as well as industrial cleaning and maintenance handling. 13. If applicable to systems offered, Ethernet/internet connections shall be installed on the packaging system that will allow for trouble shooting mechanical/operational problems from factory technicians. VA will supply internet services to the building and will be the successful offerors responsibility to connect to all equipment. 14. Install LED illuminated (when activated) emergency stop button(s) (colored red). The packaging system shall also be equipped with a normal start colored green and stop button colored red. Yellow backgrounds shall be provided with legends for all emergency stop buttons provided with the entire system. 15. An hour gauge shall be installed on the packaging system that will show actual hours of run time on the equipment. 16. If applicable to systems offered, two (2) thumb drives shall be provided with all programs and that will be used to install programs in case of equipment control failure. One thumb drive will be attached with Velcro to the operator control panel and the second shall be given to the textile care manager as back-up. 17. Packaging system shall be equipped with lockout/tag out for servicing and maintenance of equipment. All lock-out / tag-out locations shall be marked and identified on the machine with instructions on lock-out procedures for the equipment offered. Lock-out / Tag-out procedures include all electrical, air etc. Relief valves shall be installed for lock-out / tag-out procedures. Tags and locks shall be provided that contains multiple types of lock-out and tag-outs by the successful offeror. Tags and locks shall be provided in a kit with a latch. 18. The successful offeror shall install air piping. Air piping shall be connected from the main air header to the equipment. c. Required Options 1. Production/Performance red, yellow and green indicating light. 2. Laser level control. 3. Reject count system. 4. Extended discharge conveyor. 5. Spare parts kit.
