- RFI Questionnaire This is a Sources Sought Notice FOR MARKET RESEARCH PURPOSES ONLY issued in accordance with FAR 15.201. This is not a Solicitation; therefore responses to this request are not offers. All questions relating to this notice shall be sent via email to Army Contracting Command-Aberdeen Proving Ground (ACC-APG) point of contact (POC) Ian Warner - ian.a.warner.civ@mail.mil. Submission of this information by a vendor is for planning purposes and is not to be construed as a commitment by the Government to procure any items/services, or for the Government to pay for the information received. The U.S. Government implies no intention or opportunity to acquire funding to support current or future production efforts. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any private sector input as a result of the market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. Any documentation provided will not be returned. ACC-APG, in support of Program Executive Office Soldier (PEO Soldier), PM Soldier Warrior (PM SWAR) seeks Wearable Conformal Antenna (WCA) solutions for integration into the Nett Warrior (NW) System. The NW system is comprised of a commercial off-the-shelf (COTS) End User Device (EUD) based on smart phone technology, an Army-approved tactical radio as the digital data transport mechanism, Radio Power Adapter, Radio Data Adapter, and Centralized Power Source. All components are connected via Government manufactured cabling with quick disconnect connectors. Additional devices can be integrated into the NW base configuration, using the USB protocol and the NW-defined interconnect cable. The desired WCA solution will replace the current dipole with extension cable solution currently provided. The desired solution would allow for connection to the Army-approved tactical radio and mount directly to the body armor system leveraging the Modular Lightweight Load-carrying Equipment (MOLL-E) features. The intent of this survey, which includes a questionnaire, is to understand potential solutions, request innovative ideas, and serve as a basis for a set of technical requirements for the device. Respondents are requested to answer each question on the attached questionnaire based upon the information and requirements presented in this RFI. The Government is not imposing a page limit to the response; however to assure each response receives proper consideration it is recommended that the size should not exceed 15 pages (not including supporting documentation). If supporting documentation is necessary, please indicate which portions are relevant to this RFI. Any markings that limit distribution of the data provided by the vendor in response to this RFI shall take into account that the response will be reviewed by a mix of Government personnel and Government support contract personnel. All cost figures provided as a part of this RFI will be considered an estimate and do not obligate the vendor or the Government in any way. Technical Requirements: 1. The WCA shall have a power rating equal to or exceeding 5 watts for all supported frequencies. 2. The WCA shall connect to a radio using a male Terminal Node Controller (TNC) connector. 3. The WCA shall be cover the frequency range 255-450 MHz, 1250-1390 MHz and 1755-1850 MHz. 4. The WCA shall have a minimum gain of -7 dBi at the horizon for at least 95% of the frequencies within the range defined. 5. The WCA shall provide omni-directional gain in the horizontal plane. 6. The WCA shall have no more than 3 dB ripple in the pattern over level ground. 7. The WCA shall be vertically polarized 8. The WCA shall protrude no more than one-half (1/2) inch off the surface of the body armor system to minimize Z axis impacts of wear. 9. The WCA shall incorporate a cable, not to exceed 25 inches in length. 10. The WCA shall have a Voltage Standing Wave Ratio (VSWR) of less than 2.5:1 for 95% of the frequencies measured within the range defined. 11. The WCA shall have the ability to mount to Modular Lightweight Load-carrying Equipment (MOLLE) features on standard body armor systems 12. The WCA shall have the ability to bend around the armor system when worn by a Soldier. 13. The WCA performance shall be degraded by no greater than 3% when bent and the Soldier is in a Standing or Kneeling position. 14. The WCA performance shall be degraded by no greater than 5% when bent and the Soldier is in a Prone position. Upon Government review of all RFI responses, there may be a need for further questions. If so, the Government will contact each vendor (as applicable), on an individual, one-on-one basis, and ask the necessary follow-on questions as required. This follow-on interview is also for market research purposes only. Data submitted in response to this RFI may be utilized to develop and document a formal RFP. To prevent inadvertent disclosure of proprietary information in any resulting RFP technical package, vendor responses shall clearly mark individual data elements that are considered proprietary in nature. The submitted responses and data will be reviewed by the NW technical team which consists of both Government and embedded support contractor personnel. All information must be submitted and received no later than 12:00pm EST, 25 November 2016. Verbal responses are not acceptable and will not be considered.
